Lula asks for withdrawal of Bolsonaro’s project that could exempt military personnel from punishment in GLO – 06/04/2023 – Politics

President Luiz Inácio Lula da Silva (PT) asked Congress to withdraw the bill of his predecessor, Jair Bolsonaro (PL), to exempt from punishment military and police officers who commit excesses during operations to guarantee law and order (GLO ).

The measure is part of a package of four proposals that the representative asks to withdraw from the Legislature, whose author is Bolsonaro. Requests are made by presidential message and published in the Official Gazette of the Union, this Thursday (6).

The bill on exempting military personnel from punishment was symbolic of Bolsonarism, because it was the ex-president’s 2018 campaign promise.

The measure was announced by Bolsonaro during the launch of the Alliance for Brazil. But like the party he wanted to create, the bill was introduced in late 2019 but never prospered in the House.

Another proposal that the federal government no longer wants to pass through Congress is the one that prohibits technology companies and social networks from removing content from their pages without a court decision.

At the time, a siege began on social networks for publications with false content and platforms showed when the post was “misleading”. Bolsonaro himself was the target of the decision by social media to delete content from his page that conveyed misleading and incorrect information.

So, in September 2021, the then Chief Executive sent a project to Congress. In August, he made the announcement in an interview with a Bolsonarist social network.

At the time, he made a parallel to what happened to supporters of former President Donald Trump, who had false publications removed from social networks, which he called “censorship”.

Lula also determined the withdrawal of the bill that created the PNLP (National Long-Term Policy). The proposal was sent by the Bolsonaro government to Congress after the defeat at the polls, at the end of 2022.

Generically, the project established that the PLNP would propose strategic planning to the federal administration, with the objective of guaranteeing sovereignty, promoting development, reducing inequalities, promoting transparency and stimulating dialogue.

The other measure withdrawn by the Lula government is the one that authorized the federal government to sell all of its surplus pre-salt oil and unlink investment resources from the Social Fund.

Of the four projects, this was the only one that progressed in the Chamber of Deputies. Filed in June 2022, it even went to the Commission for Economic Development, Industry, Commerce and Service of the house and had a designated rapporteur, but the project was not analyzed.

This is not the first time that Lula has asked for the withdrawal of a project in Congress that had been presented by the Bolsonaro government.

Last week, he asked for the withdrawal of a bill from the former president that allows mining on indigenous lands. The message was published in the Official Gazette on Friday (31).

Presented by Bolsonaro in February 2020, the project was stalled in the Chamber of Deputies until March 2022, when the President of the House, Arthur Lira (PP-AL), and the centrão approved the urgent request for the matter, without listening to the indigenous people and without going through the special committees of the Chamber.

The proposal was not voted on by parliamentarians. Now, according to the House’s internal regulations, it will be up to Lira to accept Lula’s request or not – and this decision may be subject to appeal in plenary.

The leader of the government in the Chamber, José Guimarães (PT-CE), stated on social networks that this is an “important response from the Lula government in the protection of indigenous peoples in Brazil and for environmental preservation”.

Of direct interest to Bolsonaro, the project was criticized by environmentalists and parliamentarians when it was presented.
