List published with over 182 civil servants eligible to join the federal staff – News of Brazil

The Government of Amapá received the announcement of another 182 new people from Amapá on the Federal Government’s payroll. The regulations governing the new professionals were published on Monday, the 25th. The action is part of the policy included in the Government Plan that deals with prioritizing contributions to workers’ transfer processes.
In 2023 alone, around 600 civil servants from the transposition process began working in state bodies, effectively contributing to the development of public services. The transfer of civil servants to the Union framework, in addition to boosting the economy, significantly improves people’s lives, as around 20% of civil servants who present themselves to the State were without a job or income.
The State Secretariat for Transposition Affairs (Seat), created by the Government of Amapá with the aim of helping workers seek their rights, it has worked directly with the special commission in Brasília to speed up the processes.
“We work to guarantee the necessary support for those who can and seek this inclusion in the federal framework. For us, it is an achievement, because, in addition to boosting the economy, it contributes to reducing state payroll taxes. This year there are already 416 people from Amapá who joined the Union, realizing the dream of transposition”said the Secretary of Transposition Affairs, Anne Marques.
The senator Randolfe Rodrigues was the rapporteur of the Constitutional Amendment (EC) 98/2018, which guarantees transposition, equalizing the conditions so that civil servants from the former territories of Rondônia, Amapá and Roraima can be integrated into the federal public administration framework.
There have already been 1,060 people from Amapá covered by the ordinance, in addition to the 1,050 who had their final admissibility regularized in the month of June, totaling more than 2 thousand people reached by the legislation in Amapá.
Next steps
After publication of the names in the regulatory ordinance, employees must present themselves at the Seat building, at Av. Iracema Carvão Nunes, 625, in the Central neighborhood of Macapá, and look for the People Management Division sector (Digep).
On March 27th, servers whose names begin with the letters A to L will be served and, on March 28th, those with the initials M to W.
At the end of the process, which takes an average of 45 to 60 days to complete, public servants will be able to be assigned to different public administration bodies, whether municipal, state or federal.

Historic
The transposition has occurred since 1988, when Amapá, Rondônia and Roraima became states. Part of the civil and military employees were incorporated into the respective states and municipalities, but former civil servants and service providers from different professional categories have since demanded inclusion within the Union framework.
The process is provided for in Federal Law 13,681 and two constitutional amendments (EC 79, of 2014, and EC 98, of 2017). The transposition affects employees and non-servants in all municipalities in Amapá that had contracts between October 5, 1988 and October 5, 1993.
The proposed amendment to the Constitution is being processed in the Senate (PEC) 07/2018, authored by senator Randolfe Rodrigues, which seeks to extend the period for the transfer of civil servants from the former Federal Territory of Amapá until October 1998.
