Lewandowski chooses ES secretary for prisons – 01/31/2024 – Mônica Bergamo

The Minister of Justice, Ricardo Lewandowski, invited prosecutor André de Albuquerque Garcia to take over the National Secretariat for Penal Policies (Senappen) of the Ministry of Justice and Public Security. Garcia currently heads the Secretariat of Justice for the state of Espírito Santo.

Born and graduated in Pernambuco, Garcia has a master’s degree in procedural law and a doctorate in fundamental rights and guarantees. Currently, he is also a member of the Brazilian Public Security Forum.

The Penal Policies department, to which he was invited, is responsible for monitoring and controlling the application of the Penal Execution Law and the guidelines of the National Penitentiary Policy. The secretariat also manages federal prisons and the National Penitentiary Fund (Funpen).

The new Minister of Justice has also defined other names for the team.

As the column anticipated, Lewandowski appointed Jean Uema to replace lawyer Augusto de Arruda Botelho at the National Secretariat of Justice.

Uema, who is also a lawyer, is now part of the team of the Minister of Institutional Relations, Alexandre Padilha. He coordinates the department’s advisory services.

The Attorney General of São Paulo, Mário Sarrubo, will be the National Secretary of Public Security.

Estela Aranha should remain at the Digital Rights secretariat. Lawyer Sheila de Carvalho, currently a special advisor to the ministry and president of the National Committee for Refugees (Conare), should occupy the Secretariat for Access to Justice.

As the column showed, Lewandowski must have at least five women in the first tier of his direct team. They must occupy secretaries and directorships of the department.

The names must be officially announced at their inauguration ceremony, at Palácio do Planalto, scheduled for Thursday (1st).

Some of them were already part of the ministry and will be transferred to new missions, like Sheila de Carvalho.

One of the challenges of the Lula government is to increase the space for women in strategic positions.

At the ceremony in which he announced the new minister, the President of the Republic stated that First Lady Rosângela da Silva (Janja) expected Lewandowski to appoint many women to the portfolio. The new minister replied: “Certainly.”
