Resources are aimed at low-income students
President Luiz Inácio Lula da Silva sanctioned this Tuesday (16) a law that creates a type of savings account for low-income students to complete high school.
Low-income young people regularly enrolled in high school in the public network and with their families registered in the Single Registry for Social Programs of the Federal Government (CadÚnico), with a monthly per capita income equal to or less than R$218, will benefit.
In the case of education for young people and adults, those aged between 19 and 24 can receive the benefit.
According to the Ministry of Education, high school dropout rates reach 16%. The data shows that the first year is the one with the highest number of student dropouts, dropouts and failures.
Who can receive
To access the benefit, the student will need to have a minimum attendance, guarantee approval at the end of the academic year and enroll in the following year, when applicable.
The rule also requires participation in the National High School Exam (Enem), for those enrolled in the last year of high school, in the exams of the Basic Education Assessment System (Saeb) and in the exams applied by the external assessment systems of federative entities for the high school stage.
What will the savings be like?
The Ministries of Education and Finance will define the amount to be paid to students. The Union must contribute up to R$20 billion for payment.
The deposit will be made into an account in the student’s name. The account could be a digital social savings account.
Savings will not be considered when calculating family income for granting or receiving other benefits.
If students fail to comply with the conditions or withdraw from the program, the respective amounts deposited in the account will be returned to the fund.
