Júnior Favacho proposes reducing bureaucracy in land regularization in Amapá – News of Brazil

Responding to a demand from rural producers and agricultural technicians, the chairman of the Commission for Agriculture and Supply of the Legislative Assembly of Amapá (Alap), deputy Júnior Favacho (MDB) made a statement to the state government (GEA) asking for changes in the guidelines and procedures adopted by the Executive for land regularization in the state. The objective is to simplify the documentation required for the progress of the regularization process and reduce bureaucracy for those who want to produce in Amapá.
The request addressed to the GEA is related to Normative Instruction 002/2023 of the Instituto de Terras do Amapá (Amapá Terras), which provides for guidelines and procedures for land regularization of occupations with an area of up to 15 fiscal modules, without bidding, in public rural lands in the state of Amapá. According to Júnior Favacho, the rural producers approached his office to express some concerns regarding the application of these procedures, and this demand was taken to the technicians of Amapá Terras.
“Our legal advice analyzed and substantiated the suggested changes, and we reached a consensus with Amapá Terras and its technicians, and we were complied with. We managed to simplify the documentation required for the progress of the regularization process. One more big step to unlock our state”, said the MP. The deputy also said that he contacted the deputy governor, Teles Júnior, who mediated the meeting between the director-president of Amapá Terras and the technicians of the agency with the rural producers.
One of the changes requested by the group is in article 28 of the Normative Instruction. The wording provides for limitations on the ways of inspecting the property, on the accreditation of qualified professionals to carry out the procedure and also limits the expansion of competence to other bodies, such as the Institute of Extension, Assistance and Rural Development (Rurap), the National Institute of Colonization and Agrarian Reform (Incra). “This measure of expansion of competences for inspection of properties as a suggestion of article 28 is of great value, intending not only to speed up the process of land regularization, but also relieve the public administration”, explained the deputy.
