The leader of the government in the Senate, Jaques Wagner (PT-BA), raised this Monday (10) the possibility of slicing the PEC (proposed amendment to the Constitution) of the Tax Reform to ensure a faster promulgation of the text excerpts that are consensus between senators and deputies, thus giving more time to discuss issues where there is disagreement.

“I think we will be able to reach a consensus. It is good to remember that the PEC is only enacted when the two are equal, unless we use the expedient that has already been used of you enacting the common parts, the part in which there is identity and eventually a parallel PEC is created to continue working on the points that were in conflict”, said Wagner in an interview with GloboNews.

“This could be an interesting way out, because the central axis of the reform is preserved and you can continue with other themes. But look, I don’t want to rush, as leader of the government I have to listen to everyone to try to summarize this thought”, added.

The government leader defended that the text approved by the Chamber of Deputies last week be little changed by the senators, at the same time that he recalled that, as it is a House where there is parity of representation of the states, regional issues should come to the fore with more force in the discussions in the Senate.

For example, Wagner stated that he believes that the senators will reinstate in the text a measure that extends the IPI tax benefits for automobile plants in the Northeast until December 2032.

“I think it’s important that we don’t intend to make so many changes. Now, it’s clear that the House of the Federation can’t deny the debate. I’ll give you an example, the question of the automotive industry in the Northeast, I find it almost impossible that the senators North, Northeast and Midwest do not want to relocate”, he evaluated.

With the reform already approved in two rounds in the Chamber, the deputies decided to withdraw the amendment —which included the benefits for the North, Northeast and Midwest regions— from the main text before concluding the vote last week.

The government leader also said that the Executive is working to define the rapporteur for the reform in the Senate and said that the names of senators Otto Alencar (PSD-BA) and Eduardo Braga (MDB-AM) are among those quoted. Asked about the possibility of the president of the Constitution and Justice Commission (CCJ), Davi Alcolumbre (UB-AP), being the rapporteur, the leader said he had not heard of this possibility, at the same time that he said: “it could be”.

Earlier, the leader of the government in Congress, Randolfe Rodrigues (non-AP party), said that the Planalto Palace is working to define this week the rapporteur for the matter.

Wagner was also asked about the possibility of President Luiz Inácio Lula da Silva nominating the Attorney General of the Republic, Augusto Aras, for a new term in the post.
