The so-called June 2013 days are still, ten years later, an enigma to be perfectly unraveled. The subject is really complicated, because, although the genesis has been the dissatisfaction of the tax-paying public, the effects are several and are still in the process of being understood.

The reason why the country transitioned from a coalition presidentialism to a routine of collisions between the Executive and Legislative Powers is not a mystery that is so difficult to be elucidated. The causes are not hidden, and the consequences are evident.

In Parliament, a different world view predominates from that prevailing in the Planalto Palace and area of ​​influence. It is not a new fact and, in a narrowly elected government, a more than expected scenario.

Add to this, however, a novelty: the explicit and expressive existence of a right-wing electorate to whom that majority now owes satisfaction. Under penalty of not renewing the mandates. Proof of this are the failures at the polls, in 2022, of Bolsonaristas from 2018 who switched sides midway.

In previous PT administrations, the reality was different: there was a large, somewhat amorphous mass that submitted to the Executive. Due to his preference for the blessings of current power, he was primarily dedicated to the exercise of physiologism.

The practice continues in posterity and even more aggressively in a Congress with reinforced powers. But it was joined by the ideological factor, and this requires changes in procedures.

If before the negotiations already needed to be carried out on a case-by-case basis, in general by granting some advantage, now it is also necessary to take into account the interest of the parliamentarian in relation to the values ​​of the respective electoral base.

Therefore, if the government insists on agendas that do not meet the identity issue, it will collect as many defeats as the times it tries to ignore the existence of this change in the congressional environment.
