The speech that became the trigger for the dismissal of number 2 at Abin (Brazilian Intelligence Agency), Alessandro Moretti, is not directly attributed to him in the transcript of the testimony of the agency employee who was summoned to speak about the case.

According to a Federal Police report on the investigation into the so-called “Abin Paralela” case, Moretti reportedly said in a meeting with agency employees in March last year that the investigation would have “a political background and would pass.”

The statement was interpreted by the PF as an indication that the current management was intending to embarrass the investigations.

Moretti was fired by order of President Lula (PT), five days after excerpts of the police text were made public through reproduction in the decision of Minister Alexandre de Moraes, of the STF (Supreme Federal Court).

The two documents are among the main indications pointed out by the PF to assert that there was an attempt to obstruct the investigations by the current management of the intelligence agency, led by Luiz Fernando Corrêa.

The inquiry was opened in March last year after a report by the newspaper O Globo highlighted the suspicion that, during the Jair Bolsonaro (PL) administration, Abin used the FirstMile spy software to illegally monitor government opponents.

At the time, the PF requested from Abin the list of monitored phones — FirstMile allowed knowing a person’s approximate location through cell phone antennas — and the name of the Abin servers that used the software.

During the investigations, it was discovered that on that occasion a committee of agency employees sought out the new management for a meeting, part of which had already been appointed, but had not yet been implemented.

Abin members claim, behind the scenes, that the objective was to discuss the fear that the names of agents and also people linked to possible secret intelligence operations would become public. The PF says it suspects that the meeting served to define a strategy to hinder the investigation.

The transcript of the employee’s statement that mentions having heard the phrase about “political background”, however, does not attribute it directly to Moretti, but rather to the “general management”.

In his testimony, the transcript indicates that he stated that “the general management told the employees that ‘it would have a political background and would pass'” and that Corrêa, already nominated by Lula for the position, but whose name had not yet been announced, participated in the meeting. approved by the Senate, Moretti, then deputy director, and Paulo Maurício Fortunado, who would become number 3 of the new composition of Abin.

The statement says that Moretti led the meeting and that Corrêa arrived in the middle and concluded it.

According to the transcript of the Abin employee’s testimony, the objective was to “understand what was happening” in relation to the PF investigations.

The civil servant continues to state that Moretti said at the meeting that he was committed to informing them about what was requested by the PF, that he would help them and that “the civil servants should collaborate with the investigations”.

Further below, the deponent is asked about the elaboration at the meeting of a “strategy” captured in seized messages, but he says that it was not “a strategy in the sense of putting together a story” or “shaping what people would say”, but rather a good faith meeting to calm the servers, who would be feeling helpless.

Another action by Abin’s current management highlighted by the PF as indicative of attempted obstruction was a petition sent to Moraes, also in March last year, requesting that investigations into suspected illegal use of FirstMile be concentrated in the STF.

Furthermore, Abin requested that telephone companies be instructed to inform it of the registration data of the telephone numbers targeted by the software.

The purpose of this, according to the agency, was to prevent the list of names of Abin agents from being leaked and also to facilitate the identification of phones targeted by FirstMile.

The PF claims to find this petition strange, including the quote made by Abin in a letter that its management had gone to Moraes’ office to explain in more detail the reasons for the requests made to the minister.

“The apparent lack of technicality expressed expressly in the letter sent by Abin’s general management may indicate evidence of conduct that embarrasses the highly serious investigation, given that it was carried out in a demonstration addressed to the excellent minister-rapporteur”, says the report.

Moraes denied the request regarding telephone companies, but agreed with Abin’s request that the investigations be concentrated under his reporting.
