Governor of Amapá signs decree to convene the 9th State Health Conference – News of Brazil

To provide greater popular and technical participation in the planning of public policies, the governor of Amapá, Clécio Luís, signed this Monday (30) a decree to convene the 9th State Health Conference. The plenary takes place in May and proposes a dialogue in search of solutions to the problems in the area.
“Health is our priority. We have everything to provide the social and technical support, through the conference, to put our government plan into practice. This act fulfills the protocol role, but it is more than that: this gesture symbolizes that we want to enter the conference head on, provide all the means of structure, participate in this debate and find ways to make health work”, highlighted the governor.
The signing of the decree took place at the Palácio do Setentrião and was attended by professionals and representatives of institutions. It was a meeting where Clécio Luís and the technical team listened to the main demands and also mentioned the priority measures already adopted in health.
The municipal stages of the conference take place until March 31st and the State stage will take place from May 10th to 12th, with the theme “Guaranteeing Rights and Defending SUS, Life and Democracy – Tomorrow will be another day”. The meetings bring together Amapá’s demands that will be presented at the 17th National Health Conference, scheduled for July, in Brasília.
In addition to making a diagnosis of the problems, the convention will be a time to point out the paths to solutions.
The president of the State Health Council, Klinger Campos, who will coordinate the Conference, points out that the Out-of-Home Treatment Program (PTFD) is one of the subjects that must be addressed in the plenary.
“It is a very important space in the social context, for discussing public policies. The councils have a relevant role in making these proposals effective in each sphere of government. There are several needs, including strengthening PDT, mental health, better distribution of medicines, optimization of primary care, among others”, quoted Klinger Campos.
The council is made up of 26 institutions, from the worker, user, and manager and provider segments. Its mission is to formulate strategies, supervise and control the execution of health policies, including economic and financial aspects.
Expenses with the organization and holding of the Conference are deducted from the budget allocations of the Secretary of State for Health (Sesa).
“We really need the help of counselors, because they know, they make constant visits to health units within municipalities. We need this ever-increasing integration between the State and the Council”, completed the Secretary of Health, Silvana Vedovelli.
Public health is an immediate, absolute and non-negotiable priority for the new management and investments have already begun to be made, such as the changes and improvements implemented at the Hospital de Emergências Oswaldo Cruz (HE) in Macapá; the purchase of medicines, related products and specialized material, such as orthoses and prostheses; the opening of more beds, renovation of wards and other spaces within the HE, in addition to starting the Zera Fila joint effort for orthopedic surgeries.

The event takes place every four years and aims to be a space for dialogue between government and society for the construction of public policies for the Unified Health System (SUS).
The deliberations approved at the 17th National Health Conference will be included in the Union’s planning cycle and will support the preparation of the National Health Plan and the 2024-2027 Pluriannual Plan.
The 1st National Health Conference (CNS) was held in 1941, even before the creation of the Ministry of Health, and had as its central theme “Health and Assistance Situation in the States”.
