The INSS (National Social Security Institute) wants, by the end of April, all temporary incapacity benefits — the old sickness benefit — to be granted through the Atestmed platform, which allows remote analysis of medical certificates sent by insured people.
The idea is to relieve medical experts from dedicating efforts to cases that require greater scrutiny, such as disability and special pensions — granted to those who work exposed to agents that are harmful to health, such as heat or noise, on a permanent basis, not occasional or intermittent, at exposure levels above the limits established by specific law.
“Our objective is to use Atestmed, which is the exchange of in-person medical expertise for documentary analysis, for simpler expertise and, in this way, leaving the more complex and long-term ones for medical experts to evaluate”, says the president of INSS , Alessandro Stefanutto. “Atestmed is not the ‘enemy’ of medical expertise, but rather an ally.”
Medical experts claim that the system encourages fraud, which is refuted by the Ministry of Social Security.
