Government concludes meetings for IPE restructuring

The expectation of the government of Rio Grande do Sul, which was to reveal the final project for the restructuring of the IPE-Saúde and send it to the Legislative Assembly later this week, was not confirmed. After a battery of negotiations with the parliamentary parties, Governor Eduardo Leite (PSDB) evaluated suggestions and forwarded new calculations and updated the proposal. The project should be presented in the coming weeks.
The Executive seeks to finalize this morning, in a meeting with PT deputies, the series of meetings between the Civil House and the benches of the Parliament.
“It is intended to be sent this week. There will be an evaluation. We are going to talk to the governor to define the next steps,” said the head of the Civil House, Artur Lemos Júnior (PSDB), hours before the decision was announced that the matter would only be sent in the next few weeks.
Since the initial proposal for the IPE crisis was released, the Executive has received 13 benches that make up Parliament to hear suggestions and/or criticisms from deputies in relation to the project. The government also heard medical entities in this process.
“The meetings were positive, not only on the side of the parliamentarians, but on the side of the users and also the providers. In this case, the doctors. The team is poring over and we still haven’t concluded the analyses. so much and others are impossible. Everything will depend on what will have an impact on the final result”, said Lemos.
Among the suggestions is to increase the decision-making power of the IPE-Saúde board of directors. “I defend the strengthening of the agency’s board of directors. There is a need for autarchies like these to have autonomy and independence to carry out their managerial role. If the board has data and elements in its hands and the legislation is adjusted so that it has greater autonomy, we will not need make this a politicized discussion. It is not a left, right or center discussion, it is a need to balance the costs of an autarchy”, opines deputy Marcus Vinícius (PP).
In turn, the PSOL points out that, with a current debt of R$ 250 million, the IPE would have credits with State Powers and autarchies that would exceed R$ 1 billion, referring to the withdrawal of the employer’s contribution in precatories between 2004 and 2018 and the lack of transfer of the payment of writs between 2010 and 2022. The party recognizes the monthly deficit of BRL 36 million and agrees that this needs to be corrected, but believes that the IPE should recover these amounts.
For União Brasil, deputy Dr. Thiago Duarte claims that the charge for dependents is too burdensome for families with lower wages. “The value for the spouse and dependents is very heavy, especially for the lowest wages. It needs to be mitigated. This will result in loss of income, which can be corrected with the possibility of co-payment in consultations, surgeries and hospitalizations, up to one certain limit. Only those who use it would need to pay. It already exists for consultations and procedures”, he says.
Novo believes that the proposal could be even stricter. “We defend that the changes need to organize the finances of the health plan of the state servants in the long term”, stated Felipe Camozzato (Novo). The deputy believes that the institution’s expense management and a risk assessment and medical history of the dependents for the collection of contributions would help to financially balance the plan.
