Government announces new unified national public tender model

The federal government published this Friday (29), in the Official Gazette of the Union, a decree that provides for the adoption of a new model for the application of public competition tests. According to the publication, the concept of the Unified National Public Tender provides for simultaneous testing in all states and the Federal District, covering around 180 municipalities.

The decree is signed by President Luiz Inácio Lula da Silva (PT) and Minister Esther Dweck, of Management and Innovation in Public Services (see in full).

The main objective of this new format, according to the decree, is to standardize test application procedures, improve selection methods and promote equal opportunities for entry into the federal public service, including agencies and foundations.

The government also intends to emphasize the qualifications necessary to carry out activities in the public sector and ensure that the selection process is guided by the principle of impersonality at all phases and stages.

Adherence to this competition model will be done through the signing of a term between the interested body or entity and the Ministry of Management and Innovation in Public Services. “Membership may cover all competitions authorized for the adhering body or entity”, says the text.

The decree also establishes the creation of the Governance Commission and the Consultative and Deliberative Committee as governance bodies for the Unified National Public Tender. The collegial body will be responsible for establishing guidelines and general rules for carrying out the unified competition, defining deadlines and goals for implementation and standardizing understandings about the dispute, when provoked by the Consultative and Deliberative Committee.

With this initiative, the government aims to improve the selection process for public servants across the country and ensure greater transparency and efficiency in competitive exams.

The collegiate will be composed of representatives from various bodies, including the Ministry of Management and Innovation in Public Services, the Attorney General’s Office of the Union, the Social Communication Secretariat of the Presidency of the Republic, the National Institute of Educational Studies and Research Anísio Teixeira, the Institute of Applied Economic Research and the National School of Public Administration Foundation.
