Government and Congress work to enact tax reform in December

After the approval of the tax reform in the Senate, leaders in Congress and the government are working together to speed up the approval of PEC 45/2019 in the Chamber of Deputies and guarantee the promulgation of the text this year. During a visit to the National Congress this Thursday (9), the Minister of the Institutional Relations Secretariat, Alexandre Padilha, stated that the government will work to enact the tax reform “as quickly as possible”.
The Chamber approved the PEC in July, but the Senate promoted a series of changes to guarantee approval this Wednesday (9). According to the regulations, a PEC can only be enacted if both houses agree with the text. Until that happens, the proposal may go back and forth between the Chamber and the Senate. For this reason, parliamentarians and the government are evaluating the possibility of splitting the proposal or suppressing some sections included by senators.
For the government leader in Congress, senator Randolfe Rodrigues (Rede-AP), the ideal would be to promulgate the text approved by the Senate, but he highlighted that the moment is to build understanding in order to guarantee the adoption of a new system tax in Brazil. The senator is optimistic about the possibility of enactment in December:
“We have to work so that the entire proposal is enacted. This is the ideal. Of course, it requires building understanding about the exceptions and modifications approved by the Senate. But the president of the Senate, Rodrigo Pacheco, is determined, as is the president of the Chamber, Arthur Lira, and the government, that we have a new tax system. Given that this is central, I am very confident that by mid-December we will have the text of the tax reform enacted.”
Padilha, who was at the National Congress this Thursday morning to thank the president of the Senate, Rodrigo Pacheco; to the rapporteur of the proposal, Eduardo Braga (MDB-AM), and to the other senators for approving the tax reform, he stated that the hypothesis of “slicing” the tax reform “has always existed” and will be analyzed by deputy Aguinaldo Ribeiro (PP-PB) , rapporteur of the proposal in the Chamber of Deputies. The government’s expectation, according to Padilha, is to conclude the vote in the Chamber “as quickly as possible”.
“This is a hypothesis that has always existed, it has been made at other times. We were very dedicated to completing the vote on tax reform in the Senate”,
he stated.
When commenting on the conversation he had with Pacheco this Thursday (9), Padilha said that he reinforced the importance of the approval of the PEC for the country:
“We came to thank the Senate for approving the tax reform. I told Pacheco that it was a political victory, it is a reform of Brazil”,
