Fufuca chooses names for Bolsonaro’s Education and Codevasf – 12/01/2023 – Sports

After removing people linked to the PT and former minister Ana Moser from the Ministry of Sports, André Fufuca (PP) has been assembling his team in the ministry and, so far, has allocated names from Education, Citizenship and Codevasf from Jair Bolsonaro’s government ( PL).

The most notorious was the new executive secretary of the department, Antonio Paulo Vogel, former minister Abraham Weintraub’s number 2 in Education during the last administration.

Also currently holding positions in Sports are the former director of Education programs from the previous government, the secretary who took care of fund transfers at the Ministry of Citizenship and a former Codevasf advisor who issued opinions and technical notes on works.

Even though she was not nominated, former basketball player Iziane Costa was already announced by Fufuca himself as the new high-performance secretary — from Maranhão, like the minister, she became a candidate for the then PSL.

The former Flamengo idol Athirson and the former Fluminense idol Washington, who was secretary of sport and leisure during the Bolsonaro government, are being considered for the National Football Secretariat.

“We emphasize that it is the minister’s prerogative to select the people who will make up his work team. Technical capacity was decisive in choosing those occupying positions of trust”, stated the ministry, in a statement.

“Party affiliation was not part of the criteria that defined the names chosen. Several of them are career civil servants and some are not even linked to political parties. None of the nominees faces corruption charges”, added the ministry.

Since taking office, Fufuca has been removing from the portfolio or reallocating names linked to his predecessor, Ana Moser, or the PT, as well as civil servants and people who worked on the government transition team.

For example: the departure – has not yet been made official – of the Secretary of Football and Fans, José Luis Ferrarezi, former PT councilor.

Marta Sobral, basketball silver medalist at the 1996 Atlanta Olympic Games and bronze medalist in Sydney 2000, was sent away and Diogo Silva, 2007 Pan-American champion in taekwondo and who was Ana Moser’s right-hand man, was passed on the coordinator.

In total, more than ten changes have already been made in Sport, with Vogel’s arrival as a turning point.

A federal deputy and close to the president of the Chamber, Arthur Lira (PP-AL), Fufuca arrived at the ministry in September, in negotiations to exchange support from the center for positions at the Esplanada.

Shortly afterwards, during the processing of the sports betting regulation project, deputies boosted Sports’ funding.

Ana Moser’s departure from office was marked by protests from sports and left-wing movements, which criticized both the departure of a person from the area to allocate a person from outside, as well as the exchange of a woman for a man.

Tarciana Barreto Sá, former director of programs at Bolsonaro’s Ministry of Education, was appointed head of Vogel’s cabinet, the new executive secretary.

As for his parliamentary advisory, a position that takes care of negotiations with deputies and senators and amendments, Fufuca appointed a former Codevasf advisor, Ivo de Almeida Ico Filho.

During the Bolsonaro government, the company was used as one of the main areas for negotiating parliamentary funds to irrigate works of interest to politicians in Brasília — many of them, as shown in the Sheet, with allegations of irregularities. The practice continues during the Lula government.

The new parliamentary affairs advisor worked in the company’s Integrated Development and Infrastructure Department, a sector directly linked to the projects.

According to his CV, Ico Filho was responsible for “issuing opinions on projects and matters of interest to the board, as well as preparing technical notes, opinions and other proposals”. He also worked for years with former senator Roberto Rocha, who is from Maranhão, state of Fufuca.

The Pelé Law certification board, previously occupied by Paula Oda, chosen by Ana Moser, went to the former secretary of Fund Management and Transfer of the Ministry of Citizenship of the previous government — the sector responsible, among other things, for transfers of funds .

The Sports certification board is responsible for certifying, for example, that national confederations are, or are not, complying with governance obligations — for example, rules of transparency and alternation of power.

The alternation was one of the obligations created by law after Nuzman-era corruption scandals in Brazilian sport. Currently, no president can be re-elected more than once — which has generated numerous lawsuits in recent years.

Failure to comply with transparency rules may lead, among other things, to the suspension of federal funding transfers to entities, for example money from lotteries, the main source of income for most sports organizations.

The High Performance Secretariat, which was held by former athlete Marta Sobral, a name nominated by the PT, was passed on to former basketball player Iziane Castro.

She even ran in the 2016 elections, right after the Rio de Janeiro Olympics, then for the PSL, the party that would elect Jair Bolsonaro to the presidency two years later.

In 2014, the current Minister of Justice and nominee for the Federal Supreme Court, Flávio Dino, ran in the elections for the government of Maranhão for PC do B and used, in a campaign piece, a phrase by Iziane Castro.

The athlete went public to say that she had not declared her vote for Dino. The two met a number of times later, at social events.

For the Football Secretariat, which had a PT nomination during Moser’s management, there are now two names speculated.

One is that of Flamengo’s former idol, left-back Athirson, currently considered a favorite.

Another, who lost strength, was the former striker Washington, idolized by the Fluminense fans, a supporter of Bolsonaro and who even occupied the secretary of sport and leisure in the last administration.
