Former ombudsmen deny persecution at Dial 100 and point out PT failures

After being accused of harassing teachers and health professionals at Disque 100, former ombudsmen of the Ministry of Women, Family and Human Rights (MMFDH), under the administration of Jair Bolsonaro, denied irregularities and countered the allegations with criticism of the situation found in the Dial 100 after the government of Dilma Rousseff.

The accusations against them were made by Bruno Renato Teixeira, national ombudsman for Human Rights in the Lula government, in an interview with Folha de S. Paulo last week. According to him, the channel would have been “deconfigured” and used for “persecution of teachers and health professionals” who would be rebelling “against the government’s anti-vaccine order” during the pandemic.

“That is, if there was an establishment that restricted access for those who were not vaccinated, people could call to say that they were controlling their right to come and go. Look at the absurdity that arrived”, said Teixeira.

Former human rights ombudsman in the Bolsonaro government, Nabih Henrique Chraim, denied any kind of persecution of specific groups, saying that the channel received complaints about various matters, which is why it was created. “Human rights are for everyone, not just for LGBT people or prison inmates. But for fathers, mothers, teachers and police officers, ”he said. Chraim pointed out that the agency sought to expand assistance against human rights violations and not target specific audiences.

Chraim also denied other irregularities pointed out by Lula’s ombudsman in the interview, such as possible overdue invoices. According to him, this did not exist, but only advances in management, such as the unification of the centers (Canal 180 and Disque 100), generating savings and agility. “We managed to provide a service and a constant update and training to the employees. There was no reduction in attendance or frailty,” he says.

Fernando Ferreira, who also acted as the National Human Rights Ombudsman, highlighted the savings of the unification – a reduction from R$ 50 million annually to R$ 22.5 million – and the reduction in the average waiting time for assistance.

“When we took over, the service had undergone an audit by the Federal Comptroller General, showing 24 points in need of readjustment. At the end of our term, all these points were resolved, with no new notes from the control body”, he emphasized.

According to Ferreira, during the four years in office, improvements were made to the service channels and other tools were made available, such as applications, a website and presentations of statistical data on human rights violations.

Damares said he will represent Lula’s ombudsman at the Ethics Council

After the publication of the interview, Senator Damares Alves, former minister of the MMFDH, stated that she will make a representation against Teixeira in the Ethics Council of the Presidency of the Republic.

“The accusations made by the new ombudsman are very serious and he will have to prove them”, wrote Damares. “We never used that channel for any political purpose, much less to persecute teachers, a category that is and has always been the main partner of the Disque 100 channel in denouncing children’s rights, one of the priority audiences of the past administration”.
