Former DF Security number 2 points out “execution error” by the PM on January 8

The former number 2 of the Secretariat of Public Security of the Federal District, the delegate Fernando de Sousa Oliveira, pointed out that the Military Police of the DF “error” in the execution of the operational plan to contain the acts of vandalism in the last day 8. He was in the command of the folder during the invasion and depredation of the headquarters of the Three Powers, because Anderson Torres, then holder of the secretariat, had traveled to the United States. Oliveira testified to the Federal Police this Wednesday (18).

The former executive secretary was the one who sent the audio to the governor of the DF, Ibaneis Rocha (MDB), hours before the violent protests, saying that the situation was “quiet”. After the acts, Ibaneis was removed from office and, when giving testimony, stated that he felt sabotaged and lost confidence in Torres, who was exonerated from office on Sunday afternoon (8).

Questioned about the statement of the removed governor, Oliveira said he considered that the PM of the DF was wrong in the execution of the operational plan. “THAT regarding the assertion of sabotage made by the Governor IBANEIS, this declarant believes in error in the execution of the operational plan by the Military Police of the DF”, he said.

At the hearing, he also stated that Torres would only go on vacation the day after the acts of vandalism and would have approved the security scheme defined to guarantee the safety of the Esplanada dos Ministérios. Oliveira said that the former portfolio holder did not introduce him to the commanders of the DF police forces before traveling to the US.

Torres’ then-right-hand man stressed that “no specific guidelines were left” on acts of vandalism. According to Oliveira, “it was agreed that he would be activated in case of need”. The former executive secretary stated that he received most of the intelligence information through Whatsapp groups, called “DIFUSION” and “PERIMETER”, which included the participation of Torres and former PM-DF commander Fabio Augusto Scallop.

He reported in a statement that “intelligence information indicated that the environment was controlled and calm, in the following terms, as stated in the groups, “PEACEFUL SPIRITS”, “QUIET SITUATION WITHOUT CHANGES”, “NORMALITY”, “EVERYTHING NORMAL”, “REINFORCED POLICE”.

Oliveira also said that the “intelligence report from the SSP/DF reported on a possible demonstration with exalted spirits, but that there was no concrete confirmation from intelligence about the size and whether the demonstration would take place and in what proportions”. He pointed out that this report was presented to Anderson Torres, who “determined the continuity of the monitoring of the acts”.

Fernando Oliveira made his cell phone available to the PF for the investigation. Torres has been arrested since Saturday (14th), by decision of the Minister of the Federal Supreme Court (STF) Alexandre de Moraes, in the 4th Battalion of the Military Police in the DF. The former Minister of Justice chose not to answer the questions asked during his interrogation. He is expected to give a new statement next week.
