Federal government delivers 1,651 Minha Casa, Minha Vida homes

The federal government delivered, this Monday (23), 1,651 homes under the Minha Casa, Minha Vida program in the states of Alagoas, Bahia, Espírito Santo and São Paulo. The ceremony was held simultaneously with the participation, via videoconference, of President Luiz Inácio Lula da Silva, who is recovering from surgery in Brasília.

“Everyone is happy when they have a house because the house is a dream, that is, the house is the construction of a nest and everyone wants to have their own nest. It is the certainty of having a permanent place for your family to live, of building a friendship. And I know the pride, the sensitivity, the affection that people have in receiving a small house and can, over time, increase it, making an extra room, a little extra room, because this gives people citizenship, it gives decency”,

said the president, remembering when he managed to buy his own house.

“When I entered my 33 square meter house, the love I had with my family […], I was happy because it was mine, it was my floor, it was my piece, it was my nest”, he stated. “So, everything we can do so that the most humble people in this country, so that people who work, who live off their work, who bring food home with their work, who take their salary to support their family , cannot pay rent, we have to guarantee that these people have the right to a public asset, which is their home. Home and education are two values ​​that every female and male soul wishes to have in Brazil”,

he added.

Balcony and library

The Minister of Cities, Jader Filho, who accompanied the president on the video conference, announced that, at Lula’s request, all apartments to be built under the program will have a balcony and the locations will have a library.

“And I have news to bring you, president, we spoke with the Brazilian Academy of Letters, with the president [da entidade] Merval Pereira, we made an agreement and, first hand, here telling you that these libraries will come with books, so that we can encourage reading by the elderly, children, all those people who want to read”,

announced the minister.

Lula highlighted the importance of this incentive.

“It is necessary for us to see our children reading, encourage them to read, encourage anyone who has a book to donate. What we don’t want is a child with a gun, a child doing violence, practicing and learning violence. We want to study, children at school, because the greatest pride a father or mother has is living in a little house, seeing their children study at a nearby school and watching that child grow until, if one day God helps, that child arrives at university”,

he said.

In Maceió, capital of Alagoas, 384 housing units at Residencial Mário Peixoto Costa I and II were delivered, divided into two modules of 192 apartments. The project had a total investment of R$30.7 million from the Residential Leasing Fund (FAR). The Minister of Transport, Renan Filho, participated in person in handing over the keys.

In the city of Santa Maria da Vitória, in Bahia, 250 houses were delivered in the Alto Paraíso Housing Complex. The set had a total investment of R$18.4 million from the Social Development Fund (FDS). The Minister of the Civil House, Rui Costa, was at the ceremony in the city of Bahia.

In Aracruz, Espírito Santo, the houses of Residencial Barra Riacho I to VI were delivered. There are 537 units, built with R$37.5 million in FAR resources. The Minister of Planning and Budget, Simone Tebet, handed over the keys this Monday.

Finally, in São Vicente, in the state of São Paulo, modules 1 to 4 of Residencial Tancredo Neves, with 480 apartments, were delivered. The investment was R$59.6 million with FAR resources. These are the last modules of a total of 17 projects. The Minister of Entrepreneurship, Microenterprise and Small Businesses, Márcio França, previously visited the enterprise and made a symbolic handover of the keys on Friday (20).

In the latter location, especially 179 families who were affected by a fire in Vila Gilda, one of the largest communities on stilts in Brazil, will receive the keys to their new homes. The fire happened on September 4th this year in Santos. The delivery is the result of an agreement between the municipalities of Santos and São Vicente.

Resumption

Minha Casa, Minha Vida was resumed by the federal government in February, with the new rules sanctioned in July. The housing program aims to hire two million new units by 2026.

The Ministry of Cities has already delivered more than 12 thousand housing units and the resumption of work on more than 19 thousand others has been authorized. The forecast is that 21,000 units will be delivered by December and work will resume on 35,000.

The program – created in 2009 during President Lula’s second government – ​​aims to promote the right to housing for families living in urban and rural areas, especially the neediest population, associated with urban and economic development.

Since its creation, this program has delivered 1.5 million Tier 1 homes, fully subsidized by the Union. And 5.8 million housing units have already been delivered or financed through the Service Time Guarantee Fund (FGTS) modality. .

Rules

In its new version, Minha Casa, Minha Vida serves families with a gross monthly income of up to R$8,000 in urban areas; and gross annual income of up to R$96 thousand in rural areas. The program covers both families in Range 1, those with an income of up to R$2,640 in urban areas or an annual income of R$31,680 in rural areas, and the middle class.

Track 1 beneficiaries will be able to receive subsidized and financed housing units. Beneficiaries in Tracks 2 and 3 will be able to receive financed housing units, in properties worth up to R$350,000.

Among the new features is the exemption from payment of installments for beneficiaries of Bolsa Família and the Continuous Payment Benefit (BPC) included in Track 1 of the program.

The number of installments for contract settlement was also reduced – from 120 to 60 months – in the case of units contracted by the National Urban Housing Program (PNHU), in addition to the reduction of the counterpart from 4% to 1% for those under the National Housing Program. Rural Housing (PNHR).

Under the new rules, interest rates on property financing were reduced to Band 1. For quota-holding families with an income of up to R$2,000 per month, the rate went from 4.25% to 4%, for those living in the North and Northeast. For those living in other regions of the country, the rate went from 4.50% to 4.25%. Interest rates for bands 2 and 3 of the program have a maximum limit of 8.66% per year, within the scope of popular housing.
