Director is removed from federal state by false diploma – 01/31/2023 – Panel

Marcelo Guerreiro Caldas, former Director of Administration and Finance at
Infra SA, was removed by the Board of Directors of the state-owned company after being accused of presenting a false diploma to take office.
Infra SA was born from the incorporation of EPL (Company of Planning and Logistics), known as the state-owned bullet train company, by the former Valec.
Caldas was already a Management Director at EPL, with a base salary of BRL 29,274.96. Internally, he was considered the right-hand man of the then CEO, Arthur Lima, now head of the Civil House of Tarcísio de Freitas (Republicans) in São Paulo.
Based on an anonymous complaint, Infra SA initiated an investigation procedure. The accusation is that Caldas’ graduation diploma in Business Administration from UniCeub (University Center of Brasília) was false. The graduation appears in his resume on the page of the extinct EPL.
At the time, the then director was provisionally removed during the investigation, which runs in secrecy. On January 16, the removal became definitive due to his resignation request, according to Infra.
When contacted, UniCeub reported having received a request for information about Caldas’ graduation from the institution.
“The University Center investigated internally and found that there is no academic record or diploma awarded by the institution on behalf of the said director”, he said.
Based on this finding, he communicated the fact to the 2nd Civil Police Station of the Federal District on January 11 and requested the opening of a criminal investigation.
Marcelo Caldas claims to be the victim of persecution. To the Panel, he stated that he was only aware that there had been an anonymous complaint, which he would not have had access to because it was confidential.
“I am extremely surprised by this information. If it is included in the complaint, it should not be known to you [da jornalista] because it is confidential. This is irregular and, if it leaked, it shows the persecution I have been suffering, “she says.
Asked if he had graduated from UniCeub, the former director said he could not “give any additional information”.
As CEO of EPL, Arthur Lima was the one who signed the ordinance appointing Caldas as Director of Management in 2019. The state-owned company was under the umbrella of the former Ministry of Infrastructure, commanded by Tarcísio.
