Brasilia DF) – At the head of one of the main portfolios of the Lula government (PT), the Minister of Justice, Flávio Dino (PSB), gained prominence in the Planalto by placing himself as a central actor in the response to the coup attacks on January 8 and in the episodes of attacks in schools.

He has also played a leading role in clashes with opponents in hearings in the National Congress, situations in which humorous ironic responses to opponents have gone viral on social networks and turned into memes.

At the same time, he has generated discomfort among President Lula’s assistants due to his style considered centralized and not very collaborative.

Complaints about Dino revolve around rows with other ministers, who accuse him of seeking excessive exposure.

Dino is appointed as one of the first-ranking members with the ambition to run for the Presidency of the Republic in the future.

Fellow ministers say that Dino has his own agenda and is not very collaborative. They even joke that he gives too many interviews to the press.

In Planalto, there is division regarding the role of the minister. While a part of palace assistants defends him by saying that Dino has worked hard and acted, yes, together with the palace ministries, others complain that the holder of Justice has difficulty accepting the authority of Rui Costa (PT), of the Civil House , and always tries to ship directly with Lula.

Palace assistants also criticize Dino’s conduct in matters related to the SRI (Secretary of Institutional Relations), commanded by Alexandre Padilha (PT).

An episode that generated discomfort concerns the so-called democracy package, which was prepared by the Ministry of Justice.

Elaborated after the attacks on the three Powers, the package consists of a series of bills that foresee, for example, the creation of a guard in the Federal District, responsible for taking care of the security of federal public buildings, and the hardening of punishments for those who attacks the democratic rule of law.

The package was delivered directly to Lula by the Minister of Justice. But the projects were not previously discussed with the Planalto portfolios and ended up getting stuck in the Civil House.

Of the announced measures, priority was given to the regulation of social networks. This issue had an easier path because there was a bill on fake news already being discussed in the National Congress, under the rapporteurship of an allied deputy, Orlando Silva (PC do B-SP).

Even so, it caused discomfort on the Esplanade, which ministers point out as an attempt by Dino to take on the role of inter-ministerial articulation guidelines. As an example, palace assistants cite that the government’s text delivered to Deputy Orlando Silva had the involvement of several departments, not just Justice.

Casa Civil, SRI, AGU (Advocacy General of the Union) and Secom (Secretary of Social Communication) are working on it jointly with members of the Ministry of Justice, but the stamp on the project ended up being Dino’s mark.

The annoyance with the portfolio holder goes beyond the Planalto Palace and reaches other ministries.

The Minister of Justice invited the lawyer Marilda Silveira to be his advisor with the task of interviewing magistrates for future promotions and helping to create the Gender Violence Observatory at the ministry.

Marilda, however, acted in several causes against Lula in Operation Lava Jato and, therefore, her name undergoes a more careful analysis. The mere indication of the lawyer, however, generated discomfort in the government.

Lula’s assistants also point out that Dino ended up stealing the spotlight on the package of measures to prevent further attacks on schools. The Minister of Education, Camilo Santana, announced the release of R$ 3 billion in resources from the MEC (Ministry of Education) for states and municipalities – these are resources already provided for in the budget in actions to prevent further tragedies.

Dino, however, ended up having ascendancy on the agenda by announcing data from operations against profiles that encourage attacks on the internet.

Members of the Ministry of Justice point out their opposition to the role played by Dino in an issue that falls under the umbrella of the Ministry of Women, commanded by Cida Gonçalves.

Even before the official announcement of the resumption of construction of Casas da Mulher Brasileia, Dino announced on social media that the measure would be implemented again, along with other actions to combat cases of violence against women.

The Brazilian Women’s House is a project carried out by the ministry commanded by Cida, with the support of the Ministry of Justice and Public Security.

Dino wanted the value of the houses to be fully implemented by the Ministry of Justice, but the Civil House asked that state resources also be used, as it used to be.

At the Ministry of Justice itself, people heard by Folha said that the minister has a centralizing profile in relation to the affairs of the portfolio and that he follows everything closely.

Despite these noises at the Planalto Palace, the evaluation of Lula’s allies is that Dino’s relationship with Lula has not been harmed by these disagreements. More than that, allies of the Minister of Justice point out that the head of the Executive himself demands a lot about measures sensitive to the government.

In fact, the president gave yet another sign that Dino is one of his closest allies by choosing the executive secretary of the Ministry of Justice and Public Security, Ricardo Cappelli, to lead the GSI (Institutional Security Office) on an interim basis.

The decision was announced by the minister of Secom (Secretary of Communication of the Presidency of the Republic), Paulo Pimenta, following the resignation of the former GSI minister, general Gonçalves Dias. Dino’s ally led the GSI until the appointment of the new minister, General Marcos Antônio Amaro dos Santos.

Cappelli gained prominence in the Lula government as an intervenor when he took over public security in the Federal District on January 8, when supporters of former president Jair Bolsonaro had just invaded and vandalized the Planalto Palace, Congress and the STF (Federal Supreme Court). ).

The quarrels between the Esplanada officials are justified by Lula’s allies, in part, by the fact that the government has a large contingent of ministers who were governors.
