Deputy wants to summon USP to explain decisions about brown people – 03/06/2024 – Education

Deputy Guto Zacarias (União), deputy leader of the Tarcísio de Freitas government bench (Republicans), filed a request to summon the dean of USP (University of São Paulo) to explain why the institution canceled the registration of self-declared brown quota holders in this year’s selection process.

The call by rector Carlos Gilberto Carlotti Júnior must be approved by a simple majority in the Education and Culture Commission of Alesp (Legislative Assembly of the State of São Paulo). 6 votes from the 11 member deputies are required.

Zacarias, who is also coordinator of the MBL (Movimento Brasil Livre), said that the objective of the call is for the rector to provide clarifications on the conduct of the university’s hetero-identification commission, which is responsible for analyzing the self-declaration of candidates competing for the vacancies reserved for racial quotas.

Cases of students who had their enrollment canceled after the commission denied their racial self-declaration were revealed by Sheet.

“It is unacceptable that a public policy, flawed by nature, forces young people to carry out an assessment that not only involves their phenotype, but also their entire identification, their self-recognition and their self-confidence throughout their lives. Restricting fraud does not can be carried out based on practices used by racialist regimes in a country that calls for equality and unity”, said Zacarias.

The request was presented this Tuesday (5) and should be voted on by the Education Committee later this week.

Since the cases were revealed, USP has been saying that the analysis procedure adopted by the commission is efficient and guarantees equality between candidates, even though it has defined that the evaluation of self-declaration this year would be different for each type of entry.

For those approved by Provão Paulista and Enem (National High School Examination), the assessment hearing is carried out virtually. For those selected by Fuvest, USP’s own entrance exam, the analysis is in person. This phase is only carried out when the candidate has the first assessment, made using photographs of their face, denied by the commission.

On Monday (4), however, the dean admitted that the process needs to be “improved and corrected” so that all candidates have the opportunity to take the second hearing in person.

This difference in treatment between students was cited by judge Randolfo Ferraz de Campos, from the 14th Public Finance Court of São Paulo, to determine that USP must guarantee the place to student Glauco Dalalio Livramento, 17.

“This distinction may even have harmed the author. Firstly because images generated by electronic equipment are not necessarily faithful to reality. And secondly because it is worth considering that the decision of the Inclusion and Belonging Council (CoIP) was taken by a majority vote of those present. It would therefore remain to be seen whether, if the session were in person, the same result would have been produced”, says the decision.
