Deputy proposes PL for fee exemption for 1st inclusion of EAR in CNH

The PL provides for some requirements for granting the benefit to the driver
Manaus (AM) — Drivers who wish to work with passenger or cargo transport may be exempt for the first inclusion of the Exercise of Remunerated Activity (EAR), in the National Driver’s License (CNH). This is what Bill No. 598/2023 proposes, authored by state deputy Dr. Mayara Pinheiro Reis (Republicans).
According to IBGE data, the unemployment rate in Amazonas rose from 10% to 10.5% in the first quarter of 2023 and was above the national average, which is 8.8%. For the deputy, the generation of jobs is a concern of the Public Power and the PL presented provides yet another form of access to jobs.
“Important companies such as Uber, 99 pop, In drive and others require this certification so that drivers are duly registered for the service. And this form of work is an option for many who have become unemployed. However, some face financial difficulties, not being able to afford the costs of including the EAR in the driver’s license. Therefore, the exemption of these fees will reduce the cost of the process, facilitating access to qualification with the EAR and, consequently, leveraging the generation of jobs in Amazonas”
explained the parliamentarian in the justification.
Currently, the inclusion of the EAR in the CNH occurs through a request to the Detran/AM that requires the payment of an additional fee, medical and psychological examinations.
The PL provides for some requirements for granting the benefit to the driver, such as: having a valid driver’s license, presenting proof of domicile in Amazonas and a document proving unemployment or vacancy. The driver cannot have outstanding debts with the Detran/AM, have not been convicted of a traffic crime in the last 12 months, and have not taken a refresher course in the last 12 months, in case of determination by the traffic agency.
“It is worth mentioning that the exemption provided for in this law will not entail significant losses for the State, since it will only apply to the first payment of the fee, not being applicable to cases of renewal of the inclusion of the EAR in the driver’s license. In this way, we also act in the fight against unemployment and economic vulnerability in the State of Amazonas”
