Defender sees overcrowding and lack of hygiene in prisons where coup plotters were – 01/23/2023 – Panel

The DPU (Defensoria Pública da União) and the DP-DF (Defensoria Pública do Distrito Federal) point out, in a report released this Monday (23), violations such as overcrowding and lack of hygiene in the prisons of the vandals of January 8 and coup plotters arrested in the camp in front of the army headquarters in Brasilia.
Defenders point out that the prisons where they were taken already had old structural problems to which all were subjected, including overcrowding. In Colmeia, the women’s prison, an average of 13 women were accommodated in spaces that fit 8.
The prisoners stated that, when they were taken to the buses that transported them, they were informed by police officers that they were being taken to the bus station. According to the report, they only found out that they were being detained when they arrived at the prison. Other detainees complained that they were not allowed to notify relatives of their detention.
In a health surveillance inspection, irregularities were found in food packaging, temperature and transportation.
Another problem identified was the difficulty in obtaining hygiene kits, such as soaps and deodorants. In the Federal District, they are taken by family members and only in person. As most of the prisoners do not live in the capital, they had no access to these products.
Based on this finding, the Defenders requested that, on a permanent basis, all prisoners be authorized to register at least one family member or close person who could send correspondence.
Defenders also highlight the difficulties imposed by the large number of custody hearings. The first is the delay — while the law determines that they are done within 24 hours, some only occurred after five days. Incomplete arrest records were also found, without minimal documentation as a result of the forensic examination.
