CPI of 8/1 in the DF has PM rapporteur and Ibaneis allies – 04/10/2023 – Power

Opened to investigate the invasion of the headquarters of the three Powers, the CPI (parliamentary commission of inquiry) of Anti-democratic Acts in the Legislative Chamber of the Federal District has a military police officer in the rapporteurship, a historic PT in the presidency and grassroots efforts to free Governor Ibaneis Rocha (MDB).

With little more than a month of investigations, district deputies rely on different theses to explain what happened on January 8 — and many are divided between blaming the Army and the federal government or pinning those responsible in the local government, such as the former -secretary and former minister Anderson Torres, who is in prison.

Former leader of the Ibaneis government and reserve MP, district deputy Hermeto (MDB), rapporteur for the CPI, does not hide his concern with the corporation’s image.

The governor’s name —removed by the Justice for more than two months— barely appears during the sessions, and the rapporteur admits that the CPI does not intend to invite him to give his version of the facts.

“Everyone thought I was going to pull sardines for the PM. I’m just going to say the truth: they [policiais que estavam na Esplanada] are not to blame, they were taken to the slaughterhouse. The clear mistake was made by those who planned that there”, says Hermeto.

The MDB deputy says he will be impartial in his report and promises to question in the document the “low staff” of the PM in the DF and the need for new tenders.

Like Ibaneis, Hermeto claims that the episode was the result of a widespread blackout, not just the DF government. The district has also been hitting the key that the police were exhausted – mainly because of the tension between the defeat of Jair Bolsonaro (PL) and the inauguration of Luiz Inácio Lula da Silva (PT).

“I confessed, this week, that I’m not even sleeping well. I’m worried about this report. I’m very worried about doing justice. Because what we’re seeing here, with the previous testimonies, is that everyone is blaming the Military Police” , said the rapporteur during the March session.

Hermeto left the Military Police as a second lieutenant to try his hand at politics. He started as a regional administrator (a position similar to that of mayor in the DF, but without election) until he became a district deputy for the first time in 2018, after two defeats.

The movement took place at a time when MPs were trying to gain space in the Legislative to break the hegemony that high-ranking officers held in the Federal District.

With this scenario, Hermeto became a political opponent of Colonel Jorge Naime, president of the Association of Military Police Officers of the DF and former commander of operations for the local PM.

Naime was one of those responsible for security in the Federal District on January 8, but he was on vacation. By decision of the STF (Federal Supreme Court), he is arrested for alleged negligence.

In his testimony to the CPI, Naime took a police delegation in tow and sat at the main table of the plenary of the Legislative Chamber wearing a uniform. Early on, he sent messages to Hermeto and, without naming the rapporteur, suggested that “political interference” was harming the Military Police.

When justifying his day off, the arrested colonel also said that he was with his children that day, and that the CPI rapporteur should know “well what an ex-wife is, when you don’t get it right in life” —a clear reference, according to deputies, to the accusation that Hermeto’s ex-wife made against him in 2019 for alleged aggression.

“I know very well”, the reporter replied to Naime after the provocation. Hermeto said to Sheet that he was accused of many things he didn’t commit and that he ended up innocent of everything.

The deputy also stated that he does not interfere politically in the PM, but gives tips to Governor Ibaneis Rocha.

“When he talks about political interference, I mean it by way of suggestion [política]. I was in the police force for 30 years, of course the government is going to ask me something about the Military Police. It’s normal. I didn’t want to be polemical that day because the guy was in prison, angry “, he says.

Faced with the game of forces in the Legislative Chamber that made the CPI have five of the seven members allied to the Ibaneis government, the opposition had to fight to place in the presidency the district deputy Chico Vigilante (PT), one of the main names of the PT in the Federal District .

It was Vigilante who, on behalf of the Lula government, tried to convince Ibaneis not to take Bolsonaro’s former minister Anderson Torres back to the Federal District’s Public Security Secretariat.

Member of the CPI, district deputy Fábio Félix (PSOL) says that it is necessary to understand whether there was a conspiracy between federal and district government authorities to carry out a coup d’état —with arms within the Army and the DF security forces.

The parliamentarian says that the majority of CPI members want punishment for the culprits, including within the Federal District. Félix defends the broad investigation of the facts and says that the governor should be investigated, but refutes the accusation of Bolsonarist colleagues against the Lula government.

“The maximum that the federal government could have committed is an omission. The responsibility for public security lies with the DF, basically. For me, this attempt to play for the federal government is a narrative to hide reality and relieve Bolsonaristas”, he says. .

“It is obvious that a government in office would not try to carry out a coup. We know who encouraged it. It is not possible to try to play for the federal government, with eight days sitting in the chair. This is speech to create a smokescreen in the investigation.”

With the political disputes within the PM and the rapporteur’s attempt to preserve the category, the testimonies have pointed to artillery against the Army, which canceled operations to dismantle the camp and positioned war tanks against police to avoid the arrest of the vandals on the night of the Day 8.

In the next few days, the commission intends to hear from traders who would have financed the structure in front of the headquarters, in addition to the former military commander of the Planalto, General Gustavo Dutra, and General Augusto Heleno, head of the GSI (Institutional Security Office) in the Bolsonaro government and ally of the former president.

“It’s very important to get to the financiers. What happened in Brasília would not have happened if there hadn’t been someone financing it with food, sound car, electric trios that were hired. Money that was distributed there”, says Chico Vigilante.

“This coup was planned. And there are members of the high command of the Military Police of the Federal District involved. The base was not involved because the base follows orders. How come there were only 200 police officers on the street that day?”, questions the PT.
