Court blocks action against lobbyist targeted by Lava Jato – 03/02/2024 – Panel

Judge Maria do Carmo Cardoso, from TRF-1 (Regional Court of the 1st Region), ordered the suspension of the criminal action on money laundering and criminal organization against lobbyist Milton Lyra, identified in investigations as an MDB operator in the Senate.

Lyra was one of the targets of Operation Rizoma, launched in 2018 to investigate embezzlement in state pension funds, such as Serpro (from data processing servers) and Postalis (from Correios servers). Rizoma was an offshoot of Operation Lava Jato in Rio de Janeiro.

According to the Federal Public Ministry, the scheme involved sending funds to companies abroad. Despite appearing regular, the remittances supposedly referred to non-existent commercial and service operations.

The TRF-1 decision extended the effects of the June 2023 judgment of the 3rd Panel of the court on businessman Arthur Pinheiro Machado to Lyra.

He was arrested in the same operation with Lyra, the former PT communications secretary Marcelo Sereno and the former chief of staff of the Correios presidency Adeilson Telles, who were also covered by the judge’s decision.

In the Justice’s assessment, the accusations against Machado, Lyra and the others were based only on the plea bargain of businessman Alessandro Laber, which was not supported by the collection of evidence by the Federal Public Prosecutor’s Office.
