Councilor is accused of making monkey sounds in an argument with colleague in the Chamber

Councilor Lincon Albuquerque (Citizenship) was nominated by the Civil Police of Goiás for racial insults against a black colleague. The decision was made by the responsible delegate José Antonio Sena and was confirmed by the corporation, which reported that the inquiry was sent to the forum on Friday (12). It is now up to the Public Ministry of Goiás (MPGO) to decide whether to denounce the councilor or ask for the case to be closed. The crime of racial insult is provided for in the Constitution and carries a penalty of two to five years in prison and a fine. The parliamentarian denies the crime and says he will defend himself in court.

The case occurred in November 2023, during a plenary session at the Planaltina City Council (GO), 259 kilometers from the capital of Goiás and one hour from the Federal District. Albuquerque made monkey sounds when arguing with his colleague Carlim Imperador (PROS). The councilor denies that the intention was to imitate the animal.

In the report, according to the Metrópoles portal, the delegate from the 11th Regional Police Station describes that the councilor “gestures with his hands close to his ear, making signs of opening and closing his fingers, the president expresses himself asking for the two to calm down and, soon after, Lincoln squeals with his mouth, reproducing sounds that imitate a monkey.”

When contacted, councilor Lincon Albuquerque said that he was already expecting the indictment, but that he believes that the investigation and due legal process are important so that he can defend himself. Neither he nor his lawyer have yet been notified of the outcome of the investigation.

“In my opinion, I have to make my defense. The delegate acted correctly, this is an issue that needs to be treated with great care”,

he said, referring to the accusation of racial slur.

As Estadão showed, parliamentarians debated a project to implement a lottery in the municipality. The author of the proposal, Professor Lincon, started making signs with his hand that his colleague Carlim, who was against the project, was talking a lot about. The discussion escalated and Lincoln made sounds similar to a monkey on the microphone.

Carlim said he was “quite harassed”. Lincoln denied that he was racist. The councilor said there was a “misunderstanding based on inadequate communication”. Lincon stated that the intention was to express himself “about the noise and confusion” and said that he is “brown, the son of a black father”.

Lincon, who registered as pardo in the last elections, denied that he imitated a monkey in the argument with his colleague. To Estadão, he said that, with the sounds and gestures, he meant that the opponent was making “a lot of noise”. “I was showing that he was noisy, I made ‘blah blah blah’ with my hand to say that.”

The councilor also says that people in the city, during street meetings, at the school where he works and at the church he attends, have supported him. “Everyone here knows them both,” said the professor, who added that his opponent tends to be aggressive in clashes against him and his political opponents and that, during the discussion, Carlim’s intention may have been to “destabilize” Lincon.
