Cláudio Castro recreates Public Security Secretariat in Rio de Janeiro

The governor of Rio de Janeiro, Cláudio Castro (PL), recreated this Monday (27) the Public Security Secretariat. The body will be commanded by Federal Police delegate Victor Cesar Carvalho dos Santos. The department had been abolished by former governor Wilson Witzel in 2019. With the measure, Rio became the only state to not have its own department for Public Security.

“I ordered the new Secretary of Security to present a plan to further strengthen the Civil and Military Police and for the Security Secretariat to have a Unified General Inspectorate in its structure. We will continue, in an integrated manner, to strongly combat the mafias that affect not only Rio de Janeiro, but Brazil”, said the governor.

Until recently, Santos was superintendent of the Federal Police in the Federal District. He took office in October 2021 and was dismissed by the Ministry of Justice on January 10 of this year, two days after the invasion and depredation of the headquarters of the Three Powers.

A Federal Police delegate for more than 20 years, Santos served as operational coordinator of major events, such as the visit of Pope Francis during World Youth Day, in Rio, in 2013, and the “Rio+20” climate conference. carried out in 2012.

Castro also changed command of the State Attorney General’s Office (PGE), which will be headed by Renan Miguel Saad. He will replace Bruno Dubeux. Saad has been a state attorney for 30 years, and was previously chief legal advisor to the state Departments of Planning and Control, Finance and Privatization. In 2019, the prosecutor was arrested by the Lava Jato task force in Rio on suspicion of receiving bribes from Odebrecht for the expansion of the subway. Saad has always denied the alleged crimes.

The complaint against him was rejected after the annulment of evidence obtained through a leniency agreement by Minister Dias Toffoli, of the Federal Supreme Court (STF). In the decision, from May this year, Toffoli pointed out that the action against Saad in the Federal Court of Rio de Janeiro, at least in part, was based on spreadsheets and data extracted directly from the Drousys system, used by the so-called “Structured Operations Department” of Odebrecht, responsible , in theory, for the contractor’s bribe payments.
