CGU suggests adjustments to railway notice and reduces budget – 02/23/2024 – Panel

The CGU (Comptroller General of the Union) proposed adjustments to the notice for contracting the preparation of engineering projects and execution of services for the completion of the West-East Integration Railway. The changes resulted in a reduction of around R$18.4 million in the estimated budget.

CGU’s consultancy was carried out at the request of Infra S/A, a public company responsible for planning and structuring projects for the transport sector. The railway is one of the main projects of the PAC (Growth Acceleration Program).

The body identified specific flaws in the notice, but which would not imply significant cost revisions and which were addressed or clarified by Infra throughout the consultancy process.

The preliminary report listed recommendations on segmenting work orders in a manner compatible with expected availability and possible budget restrictions.

It also suggested reviewing and updating the catalogs and specifications of drainage elements and the creation of internal regulations to quantify the risk rate to be used in integrated and semi-integrated contracts.

After the notes and adjustments, the notice was published on November 16, 2023. According to the CGU report, the recommendations led to a reduction of R$18.35 million in the value of the estimated budget, which went from R$386.98 million R$368.63 million.
