Cláudia Helena Acosta Rodrigues da Silva, head of the vaccination center in Duque de Caxias (RJ), said in a statement to the Federal Police that she lent her password to the municipal government secretary to erase the vaccination records of former president Jair Bolsonaro (PL ).

She told the investigators of the alleged fraud in the vaccination system that she had been contacted by Secretary João Brecha on the date of exclusion, but reported that she had not received the CPFs of those excluded on the grounds of not “involving her in problems, since they were relevant and well-known people”.

Cláudia was one of the targets on May 3 of the Venire operation, which searched Bolsonaro’s residence and arrested some of his main advisors, such as Lieutenant Colonel Mauro Cid, former head of the Presidency’s Orders Assistance.

When talking about the reason for borrowing the personal password for the vaccination system, she justified not having seen “any bad faith” in the secretary’s request and said she believed that the exclusions would be “reputable”.

The exclusions were registered on December 27 by the user on behalf of Cláudia Rodrigues and are among the information collected by the PF in the investigation of fraud in the Ministry of Health system for issuing the Covid vaccination certificate to be used on the trip to the United States by Bolsonaro and his advisers.

Claudia was contacted, but did not return contact. The Municipality of Duque de Caxias reported that, through the Municipal Health Department, it launched an investigation on the last 4th to determine the facts and responsibilities regarding the circumstances supposedly occurring at the municipal level.

According to the PF investigation, it was entered into the system as if Bolsonaro had taken two doses of the Covid vaccine, the first on August 13 and the second on October 14.

The inclusion of this retroactive vaccination record in the Ministry of Health’s network, however, only took place on December 21, shortly before the then president traveled to the US.

The next day, on December 22, Bolsonaro’s vaccination certificate was issued from inside the Planalto Palace.

Days later, on December 27, a certificate was issued again, and then the user, on behalf of the head of vaccination in Duque de Caxias, deleted the record from the system with the justification of “error”.

For the PF, the “logical and temporal coherence from the insertion of false data” to the generation of certificates indicate that Bolsonaro and Mauro Cid, his assistant, “were fully aware of the fraudulent insertion of vaccination data”.

Although the registration in the vaccination system states that the exclusion of vaccines linked to Bolsonaro was due to error, the PF states in the search request against Bolsonaro that this was done to “make it difficult to identify the benefit of the crime of inserting false data into the system “.

The head of vaccination in the municipality of Rio de Janeiro was also questioned by researchers about inserting vaccines in Bolsonaro’s name into the system.

In the PF inquiry, the insertion records are in the name of the Secretary of Government himself, João Brecha. Cláudia Rodrigues said she was unaware of the facts and said she had no contact with politicians.

Regarding the insertions of vaccination records for Mauro Cid and his family members, she said she had no information about their presence in the city and how the inclusions were made.

Another topic addressed by the PF was its relationship with Secretary João Brecha. Cláudia said she did not know him personally and that the request to help him with access to the vaccination system was made by her boss, the Secretary of Health, Célia Serrano.

Only after a request from her superior, she said, did the two start talking via WhatsApp.

In the representation in which it asked for the searches against Bolsonaro, the PF details minute by minute how the changes in the system were and the vaccination card was issued in the name of the former president.

The insertions, issuance of certificates and subsequent deletion of records, for the PF, configure the existence of a crime.

“Such conduct, contextualized with the information presented, indicates that the false insertions may have been carried out with the aim of generating undue advantage for the former President of the Republic Jair Bolsonaro related to facts and situations that require proof of vaccination against Covid -19”, says the PF.

The Attorney General’s Office was against the searches requested by the PF and stated that Mauro Cid “would have masterminded and led the entire criminal action” without the ex-president’s knowledge.

“There is no minimum evidence to support the involvement of former President of the Republic Jair Bolsonaro with the executory acts of inserting false data regarding vaccination in the Ministry of Health’s systems and with the possible use of ideologically false documents”, says a signed statement. by Lindôra Araújo.

Moraes disagreed with the PGR on the thesis that Cid acted alone and granted the searches.

“There is no indication in the case file that lends credibility to the version that former President Jair Bolsonaro’s assistant could have commanded a relevant criminal operation, aimed directly at the then representative and his daughter LFB, without, at the very least, knowledge and acquiescence of the former, a circumstance that can only be verified by carrying out the search and seizure measure required by the police authority”, said the minister.
