Bill wants to combat institutional violence against autistic people in Amazonas

Any action or omission carried out by public agents against employees with ASD will be considered institutional violence.
Manaus (AM) – To combat institutional violence against people with Autism Spectrum Disorder (ASD), deputy Dr. Mayara Pinheiro Reis (Republicans) proposed Bill No. 1019/2023 which is being processed in the Legislative Assembly of Amazonas (Aleam).
The PL amends Law No. 6458/2022, which deals with legislation relating to people with ASD, adding art. 65 on institutional violence.
“Like any type of violence, institutional violence violates the fundamental rights and guarantees of citizens, in this case, autistic people. Furthermore, it perpetuates exclusion and prejudice towards these people and their legal guardians. Given the current context, it is essential to adopt legislative measures to guarantee the rights and dignity of these people”,
reinforces the parliamentarian in her justification.
According to the text of the project, any action or omission carried out by public agents against employees with ASD will be considered institutional violence, such as: preventing, controlling or hindering work; disregarding medical recommendations or health problems when distributing demands; invade private life, remove or deprive autonomy of function. In addition to discrimination, abuse, neglect, prejudice or mistreatment against autistic people during the exercise of their civil, political, social, economic and cultural rights.
In case of conviction for financial and moral damages to a person with ASD, the State of Amazonas may propose recourse (recovering compensation for the damage caused) from the public agent who committed the institutional violence.
