The report on the sports betting bill changed the distribution of the funds, reducing the amount for social security, and covering two ministries that were recently used to house the center — Sports and Tourism.

The MP (Provisional Measure) sent by the government in the first half of the year predicted that the social item would be entitled to 10% of lottery proceeds, after discounts. The report by deputy Adolfo Viana (PSDB-BA), published this Tuesday (12), predicts that this amount will rise to 2%.

Previously, Sport was entitled to receive 3% of the revenue from bets, a value that increases to 4% under the project. Tourism, which did not even appear in the MP, was awarded 4%, with an additional 1% for Embratur.

Recently, President Luiz Inácio Lula a Silva (PT) fired former athlete Ana Moser from the Ministry of Sports to consider federal deputy André Fufuca (PP-MA), an ally of the president of the Chamber, Arthur Lira (PP-AL), as part of the mini-electoral reform to give more space to the centrão within the Executive.

Before, at the end of the first semester, Lula had already dismissed Daniela Carneiro from Tourism and handed the portfolio over to Celso Sabino (União Brasil-PA).

Both ministries benefited from the bill, compared to the government’s previous provisional measure.

Furthermore, the Minister of Institutional Relations, Alexandre Padilha, confirmed this Tuesday that the center will assume a boosted Ministry of Sports, with the addition of a secretariat to deal exclusively with sports betting.

Sports betting, by the way, will have its management divided between Sports and the Ministry of Finance, which will be responsible for revenue.

The federal government estimates that in 2024 it will raise R$1.6 billion from the betting market with the new legislation on the subject, under discussion in Congress.

Fufuca will take office as the new Sports Minister this Wednesday (13), along with another name from the center, Silvio Costa Filho (Republicanos-PE), who took over the Ports and Airports portfolio. Márcio França will migrate from this portfolio to the future Ministry of Micro and Small Business.

Other institutions in the sector were also explicitly included, such as 0.4% to the Brazilian Olympic Committee (COB), 0.24% to the Paralympic Committee (CPB) and 0.13% to the Club Committee (CBC), among others. similar bodies.

Previously, only resources were foreseen for the National Sports System, of which these entities are part, but without determination. In total, the sports area —with the exception of football— rose from 4.36% to 6.36%.

The secretariat that will deal with the issue at the Ministry of Finance should be with José Mansur, who is the portfolio’s advisor for the betting area.

The Lula government concluded on Wednesday night (6) the first ministerial reform, to make room for the center. The president’s objective is to increase his support base in the National Congress, in order to advance his priority agenda.
