Barroso suggests “set of principles and values” for regulating AI

This Monday (29), when speaking at the opening of the judicial year of the Inter-American Court of Human Rights, in São José, Costa Rica, the president of the Federal Supreme Court (STF), Luís Roberto Barroso, presented what he called “ set of principles and values” for the regulation of Artificial Intelligence (AI).

The minister’s proposal is based on three pillars: fundamental rights, protection of democracy and the governance and security of AI.

The minister explained that these guidelines include the protection of user data and privacy, as well as “equality” to avoid “algorithmic discrimination”, freedom of expression, individual autonomy, copyright, and the fight against speech of hate.

After warning about the risks of the unregulated use of AI, Barroso said that although he is not terrified by the possibility of machine domination over humans – in what scientists call singularity – it is necessary to pay attention to innovations, although, according to Minister, history follows its course even though many do not understand the process that humanity goes through as a result of technological advances.

It is worth remembering that when debating the topic of social media regulation almost four years ago, the former president of the STF, minister Dias Toffoli, claimed the power of the country’s “editor” for the Judiciary.

Barroso, in his presentation, defended a “filter” by the “traditional press” on information that circulates freely on social media.

For the minister, when people share narratives that disagree with the official versions, “they lose the ability to communicate. And the loss of the capacity for dialogue leads to intolerance, and intolerance leads to violence.”
