Approved amendment guarantees priority in Minha Casa, Minha Vida to vulnerable populations

In an amendment approved and already sanctioned by President Luís Inácio Lula da Silva, within the scope of the Provisional Measure that relaunched the Minha Casa, Minha Vida program, federal deputy Saullo Vianna (União-AM) guaranteed preferential access to popular housing for people in a situation of social vulnerability.

Among the beneficiaries of Provisional Measure 1162/2023 are people with disabilities, those at social risk and the elderly. For this public, Vianna’s amendment also guarantees the renovation and adaptation of properties to the needs of these groups, so that they can count on more security and comfort in their homes.

“Using the new format of Minha Casa, Minha Vida, the federal government plans to hire two million new homes by 2026, creating one million jobs. In addition to ensuring renovations to the program’s furniture intended for vulnerable populations, we seek to prioritize assistance to other groups, such as victims of natural disasters, riverside families, those living on the streets and families with drug addiction,”

revealed Saullo Vianna.

New rules for Minha Casa, Minha Vida – Among other modifications to the program, measures were approved that provide for the decentralization of Caixa Econômica Federal for its operation, allowing the action of other financial agents. The objective is to make the program’s operations more agile.

Another approved proposal establishes that the Union, through the Ministry of Cities and Caixa Econômica Federal, is obliged to transfer to states and municipalities at least 5% of the program’s total resources intended for refinancing stopped works and requalifying spaces in municipalities with up to 50 thousand inhabitants.

To receive the resources, municipalities and states must have a decentralized administration body or entity responsible for implementing public urban development or housing policies.
