Amendment rapporteur wants to ban military personnel from ministries – 10/14/2023 – Panel

Senator Jorge Kajuru (PSB-GO), rapporteur of the proposed amendment to the Constitution that requires military personnel to be transferred to the reserve if they want to contest elections, wants to take advantage of the text to prohibit members of the Armed Forces from holding positions in ministries.

He thus wants to reestablish the government’s original proposal, which sought to prohibit active military personnel from occupying positions at the top level of the Executive.

Author of the PEC filed in the Senate, the government leader in the House, Jaques Wagner (PT-BA), sent the text without this prohibition, as he considered it a “discriminatory measure”.

“I’m going to maintain the essence of the project, to avoid duplication: either you want to be a politician or you want to be a military man. If you want to compete, you have to go to the reserve”, says Kajuru. “I’m going to meet with Jaques this Monday (16) and show that I don’t agree with the lack of ban on ministries. If you want to pursue a political career, you have to leave, whether to run in an election or to be nominated for a position.”

During the administration of former president Jair Bolsonaro (PL), generals Eduardo Pazuello and Luiz Eduardo Ramos served as ministers of Health and the Government Secretariat, respectively, while still active in the Army.

The idea is for the text to be voted on by the end of the year. Kajuru also says that he is coordinating with the government leader in the Senate to present another PEC, this time to prohibit the participation of military police, civilians and firefighters in elections. This second text, however, still requires negotiation to be filed.
