The Minister of Labor and Employment, Luiz Marinho, said this Friday (6) that the approval of the outsourcing law, in 2017, “led to a brutal process of precariousness and increased work similar to slavery”.
“Ah, but no one was whipped. That’s all that’s missing. All that’s missing is tying it to the trunk and whipping it, because the rest…”, said Marinho at the headquarters of Sindp (data processing union), at an event promoted by the CSB ( Central of Brazilian Unions).
Before the outsourcing law was sanctioned by Michel Temer (MDB), it was only possible to adopt this form of contracting in secondary activities, according to the summary of the TST (Superior Labor Court).
After the sanction and approval given by the STF, it became possible to outsource any function, including those understood as core activities (the company’s main one, to which all others converge).
In another part of his speech, Marinho criticized the conditions in which app workers work. The topic has been debated in a group made up of companies, drivers and the federal government.
The minister said that negotiations with app-based passenger transport companies are advanced and the proposed agreement between the platforms and workers should be released soon.
According to him, the “mainstream media” put the idea of entrepreneurship “in people’s heads”.
“The poor boy cycling 12 hours a day, 14 hours a day, is he an entrepreneur with his bike? Where is entrepreneurship [nessa situação]? Being an entrepreneur presupposes that he owns his decisions, what he wants to do, who he works for, what the price of his hour is,” asked Marinho.
