Agreement with delivery apps must be decided by Congress, says minister

Minister Luiz Marinho, of Labor and Employment, said this Monday (9) that he intends to present the proposal for regulating workers via app within two weeks, regardless of agreement with the companies.

Marinho stated that the main points have already been agreed with passenger transport applications, such as Uber and 99, but that the discussion with delivery companies faces resistance and will probably be arbitrated by Congress.

“With delivery apps, we haven’t reached an agreement yet. It’s not easy. We will probably have to refer it to the National Congress, arbitrating what will happen, because companies are very tough about this”, said the minister during a public hearing at the Senate Human Rights Commission.

Marinho highlighted that the agreement with Uber is well advanced and that the company considers Brazil its number one market. He argued that debating whether the company will leave Brazil after regulation is a “waste of time”.

Minister Marinho also highlighted that if any company decides to leave the country, another will take its place due to the high demand in the country. He concluded by stating that the debate with people transport companies should be published in the coming days, while negotiations with delivery companies may have to be resolved by Congress.

“If anyone wants to leave [do país], the space will be occupied by other companies, there will be no empty space. If someone decides to leave, the other takes over. This goes for Uber, for IFood, for anyone”, he added.
