Zema criticizes Revenue’s decision to transfer operations – 06/30/2023 – Panel

The government of Romeu Zema (Novo), in Minas Gerais, sent an official letter to the Lula government (PT) criticizing the Federal Revenue’s intention to transfer part of the structure of the state body to Brasília.
The plan foresees that some activities carried out today by the 6th Fiscal Region, in Minas Gerais, be transferred to the 1st Fiscal Region, in Brasília.
The concern was manifested in a letter from the secretary of the Civil House of Zema, Marcelo Aro, to the vice president and minister of Development, Geraldo Alckmin, last Wednesday (28).
According to technicians from the government of Minas, the alteration would create bureaucratic obstacles and would harm the attraction of investments to the state.
“Approximately 90% of the federal customs staff in the State would be extinguished via transfer to other tax regions, and the Customs operations of the Federal Revenue in Minas Gerais would be restricted to Confins airport and the five dry ports, dealing specifically with the inspection part”, says the letter.
According to the state government, “the impact of this measure is absolutely negative for the economy of Minas Gerais in several and comprehensive aspects”.
In practical terms, the assessment is that customs issues for Minas Gerais companies would have to be resolved with the Revenue agencies in Brasília. “This scenario will take away the competitiveness, speed and dynamism of the economy”, says the Zema administration.
The letter sent to Alckmin recalls that Minas Gerais is among the three main “players” in Brazilian international trade, responsible for 12% of national exports and 7% of imports.
Privately, members of the Zema government assess that the measure may be inserted in a political context, since the miner is mentioned as a possible candidate for president in 2026 against Lula.
Sought by the Panel, the Federal Revenue office stated that there will be no damage to activities in Minas Gerais.
“What will happen will be a centralization of risk management and inspection management in some tax regions to gain scale”, says the agency.
The Revenue also rules out loss of an operational and economic nature. “This change with the centralization of some work processes will bring a reduction in bureaucracy, greater agility and standardization of customs procedures in the country as a whole”.
