Yara Lins dos Santos is the new president of TCE-AM for the 2024-2025 biennium

Manaus (AM) – The first woman to assume the presidency of the Court of Auditors of Amazonas (TCE-AM) 6 years ago, counselor Yara Lins dos Santos, aged 66, was elected, by 5 votes to 2, to command TCE-AM for the next two years (biennium 2024-2025).
The vice-president elected was counselor Luis Fabian, 43 years old. The inauguration of the two counselors, who will command the Court for the next two years, will take place until December 15th, in the Audit Court auditorium.
In the same election, the board elected counselor Josué Cláudio as Ombudsman-General of the TCE and counselor Mario de Mello as Ombudsman-General. Councilor Júlio Pinheiro was elected to the general coordination of the TCE School of Public Accounts for the next 2 years, replacing councilor Mario de Mello. The presidencies of the 1st and 2nd Chambers must be defined in the first ordinary session of 2024.
The youngest among the counselors, vice-president-elect Fabian Barbosa, spoke about the privilege of having won the Court in a short time.
“I feel extremely honored to be the novelist and to have already become vice-president. It is an honor to be part of this management with advisor Yara Lins dos Santos. I will seek to provide support, learn from the presidency without straying from my principles of action with a pedagogical bias, at a technical level, and which could perhaps lead me to take on other positions in the Court of Auditors”,
he stated.
Elected to the position of inspector general, counselor Josué Cláudio spoke of the privilege of being part of the administration of the Court of Auditors.
“I feel very fulfilled in being part of an administration at the Court of Auditors. We will carry out a participatory administration, shared among its members who will make up the administration and the board of directors. I hope we are blessed and enlightened to make the best decisions for the benefit of society”,
said the inspector general.
Creator of the Escola Públicas de Contas, counselor Júlio Pinheiro spoke of the opportunity to return to coordinating the Court’s pedagogical body.
“I return to the accounting school knowing its fundamental role, pedagogical and integration, seeking to improve the quality of service provision, training people so that we can have an effective school. We will continue everything that has been done from a positive point of view to integrate the school into society”,
said the counselor.
President-elect’s trajectory
Just like in 2017, when she was the first woman elected as president of the Court of Amazonas, counselor Yara Lins dos Santos joins a select group of women who have presided over Audit Courts in the country more than once.
The career of counselor Yara Lins dos Santos at TCE-AM is marked by increasing service to the organization. Graduated in Law and Accounting Sciences, Yara Lins will complete, in 2024, 49 years of service at the Court of Auditors of Amazonas. Starting as a stenographer in 1975 through a public examination, Yara worked as deputy auditor and auditor, before being installed as a counselor in 2014.
As the first woman to preside over the Amazon Court of Auditors, the counselor’s management in the 2018-2019 biennium was marked by the beginning of a process of modernization and updating of services, responsible for consolidating the Court as a reference in the technological area at a national level.
During the two years he was in charge of the Court, he carried out important projects in the area of information technology, such as the inauguration of one of the most structured data centers in the North Region, with new platforms and improvements in data processing and storage, which allowed TCE-AM to work normally during the pandemic period.
Another important point in Yara Lins’ management was the appreciation and care for the server. The humanization of management, the counselor’s trademark, included permanent employees, commissioned employees, interns, and service providers. One of the proofs of this human aspect was the restructuring of the Court’s medical sector, which underwent renovations and the acquisition of materials capable of improving the quality of life of civil servants.
Governing Body
The councilor’s management will be accompanied by the new vice-president, councilor Fabian Barbosa, the youngest in the role among the Plenary members. With vast experience in public management, especially in the area of education, and a qualified CV in Law, Fabian Barbosa was elected with five of the seven available votes.
The coordination of the School of Public Accounts will be carried out by advisor Júlio Pinheiro, who holds the position for the second time.
The Court’s internal affairs department will be managed by counselor Josué Cláudio, who leaves the position of general ombudsman after two years of projects and expansion of the Ombudsman’s work throughout the State.
Filling the vacancy left by counselor Josué Cláudio, the then general coordinator of the ECP, Mario de Mello, will take over the ombudsman’s activities for the 2024-2025 biennium.
