Women occupy 33% of senior government positions – 07/03/2023 – Mônica Bergamo

Women make up 45% of the federal government workforce today. They, however, occupy only 33% of high-ranking positions, which include directorates, secretariats and ministries.

LOW

Of the total number of high-ranking positions in the federal administration, only 9% are occupied by women who declare themselves to be black or brown. The percentage rises to 12% if considering low-level leadership, such as managers and coordinators.

MAGNIFYING GLASS

In the case of black or brown men, participation is 20% at all leadership levels. The data are from the Personnel Observatory, which will be launched by the Ministry of Management and Innovation in Public Services next week. It will aim to collect and analyze data on the federal administration.

The study identified that the presence of women in high-ranking positions rose from 26% at the beginning of Jair Bolsonaro’s (PL) government to 33% in the first two months of Lula’s (PT) term.

IT FELL

Although the female presence in leadership has increased, there has been a slight decrease in relation to the general picture, which includes the entire universe of civil servants. In February 2019, women held 46% of the positions available in the federal administration. In February of this year, this index dropped to 45%.

TWIST

The expectation of the current management is that female participation will increase in the coming months, as many nominations have been made in recent weeks.

SHE HE

The survey also points out that, among those who hold leadership positions, only 38% have underage children. Among men, this percentage rises to 66%. There is also a greater participation of married men (68%) than married women (51%).

PROFILE

According to the Observatory, 1% of women in leadership positions have a disability. And 90% of them have at least a university degree in their curriculum, with a portion having a doctorate (16%), master’s degree (13%) or postgraduate degree (7%).

The Prerogativas group, which is composed of lawyers, jurists and public defenders, received the Silver Sage, the highest honor bestowed by the São Paulo City Council on society entities. The formal session took place on Monday night (6). Lawyer Marco Aurélio de Carvalho, coordinator of Prerogativas, state deputy Emidio de Souza (PT-SP) and his wife, lawyer and CNN commentator Gabriela Araujo, businessman Andrés Sanchez and jurist Celso Antônio Bandeira de Mello were present.
