Delegate takes over PF school and defends debate on gender – 07/03/2023 – Power

The Federal Police Education Board, recently created and headed by a woman, established the goal of expanding female participation among police chiefs, experts, agents and administrative servants; and the inclusion of the debate on gender, race and sexual orientation in the training of new police officers.

In an interview with Sheetdelegate Luciana Amaral Alonso Martins said that the objective is to create conditions so that women do not have to behave like men in the corporation in order to be respected.

“We need to work so that women occupy spaces and feel comfortable being women within the organization, without having to go through a process of behavioral transmutation to feel legitimized. In an environment with male predominance, many women think they need to behave like men to be respected”, said the director.

The interview took place at the headquarters of the Academia Nacional da PF, a complex in Brasília, where federal police officers are trained.

The PF currently has around 12,000 civil servants. Of this total, 2,850 are women. In this scenario, the director of Education indicated that one of the ways to increase space and attract more women to the career is to change the formats of the competition and the training grid. The changes are being studied internally.

With less space for physical tests in competitions, in addition to less militarized training activities, the director indicates that it is possible to increase the current percentage of 15% of women among delegates, for example.

“Could it be that women are not interested in the police because the way in which the police are presented already makes them have a restriction? When I show them, do I create in the social imaginary that the police is something more militarized?”, she asks.

Working for the Federal Police for 19 years, Luciana said she knows how difficult it is for a woman to rise within the corporation. She says she believes there were fewer opportunities for her because of her gender.

“The question is what was offered to me that was considered my gender? I could have had other opportunities and that situation [gênero] It was considered. The question is not what I lost, it’s what I was offered throughout the career that considered the fact that I was a woman. At the beginning of my career this was very present, there were spaces that were understood as unsuitable for women. Over time this has been mitigated.”

The new changes in contests should already be felt next year. The intention of the board is to complete all analyzes this year so that the new public notice brings the changes.

For her, as important as having more women join the police force is also giving them space in strategic positions. In her view, this movement by the current government to place more women in charge of superintendencies is a sign of change.

The PF today has 2 women as directors and 9 in charge of the 27 state superintendencies.

In this sense, the board is creating a female leadership course to prepare female servants for these positions. The goal, she says, is that during these four years of Lula’s government, more women will head strategic and tactical level units.

During the interview, the director added that creating a teaching board highlights the importance of teaching in the construction of the subject; it also highlights the importance of teaching in the development of the skills of the Federal Police.

She criticized the teaching applied to new agents in the Jair Bolsonaro (PL) government. Last year, the training course lasted ten weeks, a time considered short, requiring additional distance training in subjects that were not offered.

The general director of the Federal Police, Andrei Passos, has spoken about the need for a “demilitarization” of the corporation. For Luciana, this must be understood as the predominance of certain themes over others.

“When he [Andrei] he talks about the issue of demilitarization, he is talking about the balance between the operational content and the content of other competencies, how these specialties are presented to the student. Is it a more practical, reflective content? During the completion ceremony of the training course there was a shout, people stood at attention, the subject was being worked on throughout this process”, he said.

Another theme that the general director has cited as a goal of the new management is to improve the “quality of evidence” produced by the PF in its investigations.

According to the delegate, the specialized units will be responsible for establishing the methodology that will be implemented in police training to achieve the objective proposed by the general direction.

“The management’s understanding, which director Andrei has already conveyed, is that this is a topic that needs to be improved, which today is not ideal,” she says.

There are also a series of studies being carried out regarding the contents that were taught previously, the workloads offered, current skills; and which grids are important to meet the real needs.

With the intention of teaching topics on gender equity, race and sexual identity policies, the board sought a partnership with UnB (University of Brasilia) to find ways to work on this topic in the training of new police officers.

“The questions about the Amazon, another board that was recently created, are they contemplated or not? Is this new cybercrime board contemplated or not?”, questioned the director, showing that analyzes on training need to be done.
