Without a solution, Pacheco says that the Senate is against the idea of ​​proportion proposed by Lira

Senator Rodrigo Pacheco (PSD-MG), president of the Senate, said this Thursday morning (30) that none of the leaders of the house approved the proposal of the president of the Chamber of Deputies, Arthur Lira (PP-AL), to change the proportionality of parliamentarians participating in the joint committees of Congress.

The speech takes place amid the crisis installed in Congress due to the resumption of the rite of processing the provisional measures provided for in the Constitution and which was suspended throughout the Covid-19 pandemic. First contrary to the resumption of the joint commissions, Lira gave in this week, but provided that the proportion of one deputy for each senator was changed, due to the composition of the two houses.

He suggested a ratio of three deputies for each senator in the commissions that, according to the Constitution, have the exact number of 12 congressmen for each house of Congress. While House leaders are in favor of the change, Pacheco says Senate leaders are against it.

“It is not possible for us to agree with this idea of ​​amending the bylaws that establish the same number of senators and deputies in the joint committees, with the exception of the budget committee. This is the regimental provision, which seems to me to be the balance of bicameralism, which is the equal strength of the Chamber and the Senate to debate national issues. This specific point I believe is a difficult point to build an agreement, because the Senate does not agree with this amendment that unbalances bicameralism in the discussions of provisional measures”, he said after a meeting with leaders who also discussed the new fiscal rule presented by Minister Fernando Haddad, of Finance.

On the other hand, Pacheco stated that the proposal for a definition of a deadline for processing MPs is an advance that can be adopted by Congress, a point of consensus between the two presidents. He also committed to being able to advance the proposals forwarded by the government both through measures and bills – which is an alternative that the Executive Branch admits to adopting if the crisis between Lira and Pacheco does not come to an end.

A little earlier, Minister Alexandre Padilha, of Institutional Relations, reaffirmed that the government has the guarantee of the two presidents that the 12 provisional measures that establish changes in the structure of government and social programs will be analyzed by Congress, four of which have already been immediately in the mixed commissions: ministries, Bolsa Família, Minha Casa Minha Vida and return of the casting vote in Carf.

The others will still have a defined rite, either by the MP format itself or even as a bill with constitutional urgency.
