Withdrawal of names from Father Júlio’s CPI has no effect – 01/09/2024 – Panel

The withdrawal of signatures announced by seven councilors who signed the request for the creation of the Parliamentary Inquiry Commission (CPI) that targets Father Júlio Lancellotti in the São Paulo City Council has no practical effect, nor does it impede the advancement of the proposal in the House.

The information was transmitted to councilors who sought legal advice from the House and confirmed to the Panel by the Chamber.

Nunes filed the CPI in December with 25 signatures — the minimum number is 19. As this stage has already been passed, the withdrawal of signatures affects the processing.

“Only the author can request the withdrawal of the CPI. The withdrawal of signatures from councilors, therefore, is something symbolic and does not prevent the next step, which is to analyze the issue in a college of leaders”, states the Chamber, in a note.

“If there is consensus in the college, the matter goes to the plenary. Two votes are needed there: the first to approve the creation of a new CPI in the São Paulo City Council and the second to create and install the CPI of NGOs. Both require 28 votes”, he adds.

Councilors Milton Ferreira (Podemos), Beto do Social (PSDB), Sidney Cruz (Solidariedade), Nunes Peixeiro (MDB), Thammy Miranda (PL), Xexéu Tripoli (PSDB) and Sandra Tadeu (União Brasil) said they would ask for the withdrawal of their names from CPI requests.

Thammy, Xexéu and others said they were deceived by Rubinho, as the CPI request does not mention the parish priest, but only NGOs that operate in the central region of the city. However, the councilor has linked the CPI to the parish priest extensively on social media and in interviews since the end of last year.

The two entities that the councilor has already defined that should be targets of the CPI are the Nossa Senhora do Bom Parto Social Center, known as Bompar, and the Craco Resiste collective. Both work with the homeless population and drug addicts in the central region of the city, as does the priest.

The first is a philanthropic entity linked to the Catholic church of which Father Júlio was once an advisor. The second works against police violence in the Cracolândia region.

In December, the parish priest told the column that he has no influence on the entities and does not work on joint projects with them.

“They are autonomous, they have boards, technicians, employees. The Chamber has the right to carry out a CPI, but it will investigate and will not find me in either one”, he stated.

He also said that he has not been on Bompar’s board for 17 years, and that he held an unpaid position on the entity’s deliberative council.
