With Minister of Education, Wilson Lima launches ‘Amazonas + Alfabetizado’

Manaus (AM) – In the presence of the Minister of Education, Camilo Santana, and mayors and representatives of the state’s 62 municipalities, Governor Wilson Lima launched “Amazonas + Alfabetizado”. The objective of the program is to reinforce the quality of the children’s literacy process by the end of the 2nd year of Elementary School, benefiting 360,000 students from the state and municipal networks of Amazonas.

The launching ceremony of “Amazonas + Alfabetizado” and adhesion of municipalities to the program was held this Tuesday (22), at the Amazonas Convention Center – Vasco Vasques, in the central-south zone of Manaus. Wilson Lima explained that the program is part of the Literacy Policy in Amazonas, which is part of the Federal Government’s National Commitment to Literate Children (CNCA).

“Education is a priority. If you don’t have education, we can’t advance, for example, in job creation; we cannot move forward in terms of opportunity for people, especially for young people; we cannot advance in the process of social justice. So, education transforms, education is fundamental and decisive for any society“,

highlighted Governor Wilson Lima.

The Minister of Education, Camilo Santana, pointed out that the portfolio is open to hearing governors and mayors to define federal education policies.

“Coming here is so that we can increasingly strengthen the partnership between the Union, state governments and municipalities”,

said the minister.

“The state of Amazonas already has a program called ‘Amazonas +Alfabetizado’, so we are going to complement, support, add to the program”,

completed Camilo Santana.

He stressed that 100% of the Amazonian municipalities have already adhered to the National Commitment for Literate Children.

Deputy Governor Tadeu de Souza; Senator Omar Aziz; the president of the Legislative Assembly of the State of Amazonas, Roberto Cidade; seven other state deputies, the Secretary of State for Education, Kuka Chaves; 33 mayors and deputy mayors and municipal education secretaries were present at the ceremony.

On the occasion, Wilson Lima also delivered 615 copies of French Language Textbooks and respective Workbooks to high school students and teachers at the José Carlos Mestrinho Full-Time State School. The initiative aims to strengthen public schools that offer bilingual education in the state.

Amazon + Literate

The new program will be implemented by the Government of Amazonas through terms of technical cooperation signed with the 62 municipalities in the state. Among the commitments signed are the articulation, standardization and use of pedagogical materials and textbooks and the continuing education of teachers, pedagogues and school principals.

For the mayor of Humaitá, Dedei Lobo, signing the Amazonas + Alfabetizado pact is important for the future of students in public education networks. “Today is an important day so that these goals of the Federal, State and Municipal Government can move forward and we can manage to teach children to read and write,” said the mayor.

Also planned are the creation of “Reading Corners” in schools, dedicated to encouraging reading, and the implementation of an Annual Literacy Assessment System, with the aim of improving the quality of education and monitoring student performance.

The goal is to start assessing students in the 2nd year of Elementary School as of 2023. And also to expand the annual assessment actions for the 2nd and 5th year of Elementary School, as of 2024. Currently, there are 359,312 students in the initial years (1st to 5th year) of Elementary Education in the public network of Amazonas, with around 75 thousand in state schools and the others in municipal units.

ICMS Education

In addition to the terms of adherence to “Amazonas + Alfabetizado”, the municipalities and the State signed terms on the collaboration regime for the implementation of the State Learning Assessment System “ICMS Educação”, which provides for the transfer of a portion of ICMS to municipalities that present improvements in educational indices.

A State Strategic Committee will be created to monitor the implementation of initiatives. After the launch ceremony of the program, municipal secretaries of Education and technicians from the area participated in training on the Literacy Policy and on ICMS Education.

Wilson Lima said that the initiative brings together the Federal Government, through the Ministry of Education (MEC); Government of Amazonas, through the State Secretariat for Education and School Sports; and city halls, through their municipal education departments.

The governor also stated that the commitment signed by the mayors with the State Government in the “Amazonas + Alfabetizado” program should raise the quality of education, an effort that will be recognized with the transfer of ICMS resources. ”This will be a bonus for the mayors, for those who manage to reach these goals, already following the guidelines that the Federal Government makes with the Brazilian states. So these are important constraints, understanding that education is a priority”, he stressed.

The initiative aims to structure and strengthen bilingual schools with the acquisition of didactic material to improve pedagogical activities, related to essential learning suggested by the National Common Curricular Base (BNCC).

Currently, the Government of Amazonas has nine schools with bilingual education, covering 4 thousand students with the following languages: English, Spanish, French, Japanese and Tukano (an indigenous school). In 2024, the goal is to implement 4 more schools and reach 6,000 students served.

Adherence to federal programs

On the occasion, Governor Wilson Lima and Minister Camilo Santana formalized the State Government’s adherence to the following Federal Government programs: Compromisso Nacional Criança Alfabetizada; National Pact for the Resumption of Basic Education Works; and Full Time School Program, which are part of the new Growth Acceleration Program (PAC).
