With lobbying, bets will pay less tax than hospitals – 07/25/2023 – Panel SA

The government has defined that sports betting companies will pay less taxes than hospitals and other essential services.

The provisional measure that regulates so-called bets in the country set the rate on the so-called GGR (Gross Gaming Revenue) at 18%, the gross revenue generated by betting after the payment of prizes.

The lobbying of companies, most of which are foreign, had an effect. At the beginning of discussions on the rules for this market, the rates considered by technicians from the Ministry of Finance were around 50% on the GGR.

To give you an idea, the proposed tax reform approved by the Chamber of Deputies established a 25% rate for private hospitals. This taxation already provides for a 60% discount on the rate resulting from the combination of CBS (federal taxes) and IBS (ICMS and ISS).

Hospitals are now trying to keep this rate in the Senate to avoid layoffs resulting from a possible increase in costs if the rate is increased.

The measure takes effect immediately and Congress has up to 120 days to turn the MP into law. At the time of conversion of the MP into law there may be changes.
