Wilson Lima highlights sustainable use of natural resources to generate employment and income

Manaus (AM) – Governor Wilson Lima highlighted, during the international seminar Developing the Amazon: Border Policy and Bioeconomy in the Legal Amazon, this Thursday (21), that the region’s natural resources must be used in a sustainable way to generate economy and income for the population.

Held in the auditorium of the Manaus Free Trade Zone Superintendence (Suframa), south zone of Manaus, the seminar was coordinated by the Minister of Integration and Regional Development, Waldez Góes.

“This is an important moment for us to develop strategies, walk in partnership with technological advancement, with science, to understand how we use the natural resources we have so that this can generate savings, can generate opportunities for our population”,

highlighted Wilson Lima.

According to the Ministry of Integration and Regional Development, the objective of the event is to identify opportunities in the regional bioeconomy segment to attract investments, stimulate economic growth and benefit Amazonian populations in border regions.

“The bioeconomy is a priority and needs to be portrayed in public policy. And we need to reposition the instruments that are available for regional development. So, I see this as an opportunity among many others”,

stated minister Waldez Góes.

The vice-governor Tadeu de Souza was present; the governor of Acre, Gladson Cameli; the superintendent of Suframa, Bosco Saraiva; state deputy Sinésio Campos; and representatives from industry and the productive sector.

The event dealt with joint actions for the productive development of the bioeconomy, launch of the National Strategy for Bioeconomy and Sustainable Development – ​​BioRegio; announcement of the Executive Program to Develop the Amazon; among others, including deliveries of investments in the Mapati Center for Innovation, Research and Sociobioeconomic Development of Alto Solimões, in the State Plan for the Development and Integration of the Border Strip, and in the State Bioeconomy Plan of the State of Amapá.

Bioeconomy in Amazonas

Among the bioeconomy projects of the Government of Amazonas is Floresta em Pé, which will be financed by the Federal Ministry of Economic Cooperation and Development (BMZ) of Germany, through the KfW bank, with the provision of 13 million euros from the Floresta Fund. The resources are destined for the bioeconomy and Payments for Environmental Services (PSA) programs as strategies to reduce deforestation and Greenhouse Gas (GHG) emissions.

Another example is Fisheries Agreements, the main fisheries planning tool with the aim of resolving conflicts and encouraging sustainable development. In Amazonas, 45 Fishing Agreements have already been implemented in 25 municipalities, which led to the planning of 1,700 environments in 379 communities, impacting more than 13,000 fishermen and benefiting more than 7,500 families.

In Amazonas, pirarucu management is also carried out in the Canutama State Forest (Floe), in the RDS of Amanã, Mamirauá, Piagaçu-Purus, Cujubim and Uacari, in addition to areas under fishing agreements. In the state, there are almost 4,200 fishermen involved and 2,000 families benefiting. In RDS Mamirauá alone, in 2023, the value collected from managed pirarucu was more than R$6.6 million.

The State is also working on structuring the State Bioeconomy Plan in partnership with the Green Climate Fund – GCF and the Deutsche Gesellschaft für Internationale Zusammenarbeit – GIZ. The objective is to structure an instrument to consolidate guidelines for sustainable economic development and the Bioeconomy of the State of Amazonas.

The Government of Amazonas is also working on the reformulation of Law 4,419/2016 on the Environmental Economic Matrix. The reformulation of the law provides for the updating of the text and the inclusion of the concept of Amazonian Bioeconomy, so that this law serves as a basis for structuring actions and plans for the state on this topic.

Furthermore, through the Amazonas Development Agency (Afeam), the State offers credits to projects that also involve the bioeconomy, such as for industries and companies that work in the processing of fish, Brazil nuts, cocoa and chocolate production. . In 2024, resources announced for the agency exceed R$280 million.

Seminar

For two days, the seminar highlights the Integrated Border Program (PFI) and publicizes the National Strategy for Bioeconomy and Sustainable Regional Development (BioRegio Program) as important sustainable and innovative development tools for the border strip, with a focus on the Legal Amazon. Both programs are under the responsibility of MIDR and are an integral part of the National Regional Development Policy (PNDR).

The Amazon border strip is the central point of the event. Interlocution and cooperation between Brazilian states, border countries and multilateral institutions, such as the Inter-American Development Bank (IDB), the Amazon Cooperation Treaty Organization (ACTO) and the World Bank, are also covered.

At the event, artisans from the state sell their products such as eco-jewelry, marquetry, and basketry. They are all from the Amazonense Crafts Program and this is the first time that crafts participate in the event.
