Wilson Lima announces a 15% readjustment for Education servants; proposal is final

Manaus (AM) – Governor Wilson Lima (União) offered a 15% salary increase for teachers and claimed that it is the final proposal for professionals who have been on strike since May 17 in the state. The announcement was made this Thursday (1). The amount will be paid at the end of June and retroactive to March, month of the base date of the category. With this, the state becomes the ninth in Brazil that best pays education professionals, remaining above the average salary in the country.

“We cannot harm students after a hard process that we had in the pandemic and that they had to stay out of the classroom, children who go to school in search of the first meal of the day, parents who work and trust the full-time school so that they can leave the child and have peace of mind to go to work. It is not fair that this continues to happen in the state of Amazonas and I will not allow this type of thing”, declared Governor Wilson Lima.

The announcement of the readjustment for the category was made at a press conference at the headquarters of the Government of Amazonas, in the presence of state secretaries, such as the holder of the Education portfolio, Kuka Chaves; the Chief of Staff, Flávio Antony; the government secretary, Sérgio Litaiff; Finance Secretary Alex Del Giglio; the State attorney general, Giordano Bruno da Costa and the controller general, Jeibson Justiniano.

The State Government will also increase by 18.42% the value of the transport allowance for education servants, from R$ 167.20 to R$ 198. The impact on the payroll, with the readjustment of the base date, will be around R$ 2.128 billion/year.

In addition, will be forwarded immediately to the Legislative Assembly of Amazonas (Aleam), two Bills of Law (PLs) for granting Complementary Regime for school secretaries and district coordinators. 2,225 vertical progressions will also be granted to teachers and pedagogues from the state education network.

As of the readjustment of the base date announced by Wilson Lima, the base salary paid to teachers in the state network of Amazonas will reach R$ 5,129.16, an amount 16.03% above the national base salary, making the remuneration of the state network the 9th largest among the other states and the Federal District.

With the readjustment of the base date, the Government of Amazonas reaffirms its interest in building solutions to guarantee the fulfillment of workers’ rights and the appreciation of the category, especially the approximately 60% of professionals who follow in the classroom and who did not adhere to the stoppage, considered illegal by the Court of Justice of Amazonas (TJAM).

Evolution of the salary floor

With the readjustment of the base date, the base salary for teachers working 40 hours a day will increase from R$ 4,749.22 to R$ 5,129.16. The amount paid in Amazonas, which is currently higher than the national minimum (R$ 4,420.55), will be 16.03% higher than the minimum paid in the country. Only in retroactive terms, servers will receive R$ 1,519.76 in June.

For teachers starting their careers, who currently receive BRL 5,416.42 plus salary and food and transport allowances, the readjustment announced by Wilson Lima will increase remuneration, including allowances, to BRL 5,827.16.

Chronology of negotiations

The State Government has held negotiations with the category, but all proposals submitted were rejected.

On May 18, the State offered an immediate readjustment of 8% plus 7% for payment in installments, in addition to carrying out a study for the payment of progressions by entitlement and length of service; allowance for absences in the stoppage and return of discounts, authorized by the Court; and negotiation for the end of the Public Action, which considered the strike illegal, in court.

A new proposal was presented to the category, with a readjustment of 15.19%; allowance for absences; immediate refund of discounts; payment of vertical progressions and study for payment of horizontal ones; replacement of classes; agreement for the end of the Public Action; 30% increase in the food ticket, review of the Job, Career and Remuneration Plan (PCCR). The new proposal was also rejected.

PSS hires

To reduce the damage to students caused by the illegal stoppage, Wilson Lima also announces the immediate hiring of teachers selected through the Simplified Selection Process (PSS) and who are on the reserve register of the State Secretariat for Education and School Sports. The professionals will work in schools that are without classes.

In addition, the forecast is to launch, until next Monday (5), a new emergency PSS for hiring more professionals.

Valuation

Since 2019, the Government of Amazonas has implemented a policy to value education professionals. The category had previous readjustments that reached almost 14 percentage points. The food allowance for the category was readjusted twice, reaching R$ 500. Around 20,000 civil servants progressed vertically and horizontally in their careers.

In addition, from 2019 to 2022, the state paid professionals, in support of the Fund for the Maintenance and Development of Basic Education and the Valorization of Education Professionals (Fundeb), amounts ranging from R$ 23,000 to R$ 69 thousand. In recent years, the local support for servers has quadrupled; there was an extinction of the 6% discount for the transport allowance; and teachers had access to continuing education, specialization and master’s degrees.
