Weintraub’s ally takes on a position of trust at the FNDE – 02/15/2023 – Education

The government of Luiz Inácio Lula da Silva (PT) appointed to a commissioned position at the FNDE (National Fund for the Development of Education) Karine dos Santos — trusted servant of Abraham Weintraub, former Minister of Education of Jair Bolsonaro (PL), and Holder of important positions at MEC (Ministry of Education) in the past management.

Karine is the new general coordinator of Development and Improvement of the FNDE School. The nomination, published this Wednesday (15), is signed by Minister Camilo Santana (Education) in the same week that Lula defended “removing Bolsonarists who are hidden in droves in the government”.

Career servant of the FNDE, Karine dos Santos has approached the Bolsonarist core and centrão parties in recent years – which caused strangeness among colleagues in the municipality.

She was already president of FNDE, chosen by Weintraub, and also secretary of Specialized Modalities of MEC (subfolder that was extinct in this government). And she was nominated by the then minister of the portfolio, Victor Godoy, to receive the honor of Grand Master of the Order of Rio Branco.

Karine’s nomination passed the scrutiny of the Civil House of Lula’s government and was approved. The folder makes a fine comb of appointments to positions across the Esplanade and, on February 8, authorized the server to assume the role.

This, however, is not the only case of remnants of the Bolsonaro government who have held important positions in the PT government.

Estevão Perpetuo Martins, former chief of staff of the executive secretariat of the MEC in the Bolsonaro administration, was appointed this Wednesday for the coordination of Educational Infrastructure of the Board of Management, Articulation and Educational Projects of the FNDE.

Career civil servants have been wondering about the importance that both maintained in the new government because of their loyalty to the Bolsonarist project, according to reports made to the Sheet. The PT minister himself has highlighted on several occasions the dismantling operated in the MEC under Bolsonaro’s management.

In several areas of the government, the new management has removed people aligned with the Bolsonaro administration from leading positions.

According to reports obtained by the report, there is pressure from parties, especially from União Brasil, to keep these names in the structure of the MEC.

There is still expectation for the appointment of Sylvia Cristina Toledo Gouveia to a commissioned position. Also a career server, Gouveia was part of the top echelon of the MEC during the Bolsonaro administration, being assistant to the executive secretary of the portfolio.

In a note, the MEC stated that the minister gave full autonomy to the president of the FNDE, Fernanda Pacobahyba. The FNDE, in turn, stated that “the people were chosen for their technical capacity, connection and knowledge of public administration”.

Historic

MEC and FNDE were the scene of corruption scandals in the past government, with investigations still open by the police, TCU (Tribunal de Contas) and CGU (Controladoria Geral da União). In the case of the FNDE, there was an explosion in the release of works without technical criteria to serve allies.

Despite the closeness of the appointees to the top echelon of the MEC in the past government, no denunciation falls on them.

In the case of Karine dos Santos, she became the president of the FNDE after Weintraub dismissed from the same position, at the end of 2019, Rodrigo Dias, who was an indication of the center.

In her management, she participated in a video alongside Weintraub in which he discloses purchases of school supplies made by city halls and state governments as actions of the Bolsonaro government.

At the time, the FNDE itself confirmed in a note that the federal government did not invest resources in the purchase of materials disclosed by Weintraub.

In 2020, she was replaced by Marcelo Lopes da Ponte. It was under the management of Ponte, who was Ciro Nogueira’s chief of staff (PP-PI), that the FNDE began to operate as a kind of politicians’ desk.

Camilo Santana placed a trusted person in the presidency of the FNDE, Fernanda Pacobahyba, who was secretary of the Treasury of Ceará, the state that Camilo governed.
