Fantástico and Globonews flew over the Nascentes da Serra do Cachimbo Biological Reserve, in Pará, created in 2005 to protect hundreds of springs that supply the Xingu and Tapajós rivers —two of the most important rivers in the Amazon. Fantástico also had access to animal transit guides —mandatory documents for the transport of cattle. The papers prove that illegally bred oxen in the reserve are sold with impunity. One of the permits was issued by Sandra Kronbauer, a cattle rancher who had 1,250 heads of cattle seized in the operation. On April 6, Sandra issued a document to sell cattle raised within the reserve, according to ICMBio, to the company Confinamento Vale Grande. In June, Confinamento Vale Grande issued two permits to send cattle to slaughterhouse 163 BEEF in Novo Progresso, Pará. Confinamento Vale Grande and the 163 BEEF refrigerator accumulate millionaire fines with ICMBio. Fantástico sought out those involved, but had no response. The slaughterhouse is controlled by the Pantanal Beef group, which exports beef to other countries and is affiliated with the Brazilian association of meat export industries. According to the director of the association, slaughterhouses are still unable to monitor the entire cattle raising chain. “Brazil has a traceability system that is based on sanitary controls, they are groups of animals. It’s not the individual animals. But we don’t have access to that information. The refrigerator cannot see that ox path. Those who have access are the state agricultural defense agencies and the Ministry of Agriculture. We think that Brazil needs, in terms of market access, to improve this policy to provide both health and socio-environmental guarantees. So this is essential for the future of our industry. And we are working with the government to do this”, says Fernando Sampaio. As of 2025, the European Union will demand the screening of the entire production chain, from the moment the cow is born, in order to continue buying Brazilian meat. For the NGO Imaflora, which for almost 30 years has encouraged livestock without deforestation, the solution is to use chips or digital earrings in the oxen. “There is a lack of market stimulus, incentives, because producers today have no reason to chip this animal. This will cost him dearly, so there must be tax incentives or agricultural credit. As long as we don’t have a robust and transparent national system, we will continue dragging the problem to one biome or another, to a social issue, or an indigenous or an environmental one”, highlights Marina Piatto. With the facility to sell illegal cattle, livestock continues to expand in the region. ICMBio estimates that there are 100,000 head of illegal cattle within the Nascentes da Serra do Cachimbo Biological Reserve. The Municipality of Altamira says that any irregularity committed by civil servants will be investigated and, if confirmed, may exonerate those involved.
