Video: Alderman turns over a bucket of sewage in plenary – 06/22/2023 – Market

Councilman Luciano Rio Lu (PDT) poured sewage in the plenary of the Chamber of Campos dos Goytacazes, in northern Rio de Janeiro, this Tuesday (20), to protest against the lack of sanitation in the Santa Edwiges neighborhood.

The pedetista kept the bucket at his side during the speech and then dumped the gray liquid on the ground. “This is not a joke, no. It’s poop, president”, said Luciano, addressing the president of the Chamber, Marquinho Bacellar (Solidariedade).

The scenes were broadcast live on TV Câmara Campos and went viral on social media.

“It’s to feel. We’re talking about a poop that fell here on the Tribune. Now, imagine a poop in front of the people’s house day by day, president”.

According to Luciano, the mayor of Campos dos Goytacazes, Wladimir Garotinho (without party), would have promised to carry out basic sanitation work in the neighborhood, but did not fulfill what he said.

Sought after, the city hall stated that, last year, it had opened a bidding process for hiring the company responsible for the Bairro Legal program —which will guarantee basic sanitation in the region. However, the works have been stopped for five months after the bidding process was barred by the TCE (State Audit Court).

Wladimir’s management reported that it opened a new tender that will serve Santa Edwiges and three other neighborhoods: Tarcísio Miranda, Parque Real and Vila Romana.

The concessionaire for maintaining the city’s sewage network, Águas do Paraíba, said that the works for the neighborhood are in the planning phase and that the necessary surveys have been carried out on the streets. In a note, he stated that “there is no sewage tariff charged for residents of this locality”.

When he throws the sewage from the tribune, the people sitting nearby get up and move away from where the pedestrian is speaking. In the background, it is possible to hear screams from residents of Santa Edwiges endorsing the congressman’s speech.

After the speech, Bacellar, who presided over the session, says that the councilor went too far. However, he states that he will resolve the case between them.

“Far be it from me to come here and warn the councilor, but there was an excess of councilor Luciano Rio Lu. This is the people’s house and the house of the demonstration, this has to be respected. It’s something we’ll talk about later and resolve between us,” he said.
