Understand links between Bolsonaro and Lula’s minister with the militia – 01/25/2023 – Politics

The political relations of the Minister of Tourism, Daniela Carneiro (União Brasil), with militiamen led supporters and opponents of President Luiz Inácio Lula da Silva to charge the PT candidate for the criticism made of former President Jair Bolsonaro (PL) for similar links.

The main pivot of criticism of Bolsonaro and his son, Senator Flávio Bolsonaro (PL-RJ), was the link with former PM Adriano da Nóbrega, accused of commanding the militia of the Rio das Pedras favela, the oldest in Rio. de Janeiro, and the so-called “Office of Crime”, a group of hired assassins.

Public defense of militias

Bolsonaro publicly defended the action of death squads, in the plenary of the Chamber. The speech took place in 2003, when responding to a deputy who hours before had stated that the Government of Bahia, at the time, assumed for the first time the existence of death squads in the region.

“As long as the State doesn’t have the courage to adopt the death penalty, these death squads, in my opinion, are very welcome. And if you don’t have space in Bahia, you can go to Rio de Janeiro. If it’s up to me, they will have full support, because in Rio de Janeiro only innocent people are decimated. In Bahia, the information I have —of course they are illegal groups, but congratulations— [são a de que] marginality has decreased.”

Bolsonaro also criticized, in 2005, the conviction of Adriano da Nóbrega for the death of a flannel who had denounced extortion practiced by military police. He classified the then lieutenant as a “brilliant officer”.

Flávio Bolsonaro also defended the organization of militias in Rio de Janeiro.

“Whenever I hear reports of people residing in these communities, supposedly dominated by militiamen, it is not uncommon to see the happiness of these people who previously had to submit to slavery, to a heinous imposition by traffickers and who now at least have that guarantee , of this constitutional right, which is public safety.”

So far, there is no record of a public defense made by Daniela Carneiro about the existence of militias or their accused allies.

The Public Prosecutor’s Office claims that bank accounts controlled by Adriano da Nóbrega were used to transfer funds from the “rachadinha” scheme attributed to Flávio Bolsonaro. The information is contained in the complaint made against the senator, filed after the annulment of the evidence.

In the same indictment, the Prosecution claims that Nóbrega’s mother and ex-wife were “ghost employees” of Flávio’s former office in the Legislative Assembly. The practice was one of the ways to feed the money diversion scheme, according to the MP-RJ.

There are still no reports of financial transactions between Carneiro and militia members. However, there is suspicion about appointments made by the minister’s husband, the mayor of Belford Roxo, Wagner dos Santos Carneiro, Waguinho (União Brasil).

Jura was appointed as an advisor to the city hall in July 2017 in order to obtain the benefit of work outside prison. He stayed on the job until January 2020, when Justice suspended the authorization after identifying irregularities in the militiaman’s performance.

Photos on social networks show Jura participating in campaign activities during working hours, a practice not authorized by the Criminal Execution Court.

An investigation by the Public Prosecutor’s Office also showed evidence that he did not show up for work.

The timesheets, presented as proof of attendance at work, were signed by the secretary Robenilson Fernandes, even in periods when he was not in charge as immediate boss of Jura.

Waguinho also named in the municipality Rosimery Pagniez, brother of former councilor Márcio Pagniez, Marcinho Bombeiro, arrested on charges of being part of a militia.

She appears as the executive secretary of Health, although she presents herself as a dispatcher on social networks. The city hall stated that her work as a documentalist “can be exercised outside working hours”. Another two accused of being members of the militias were appointed as mayoral secretaries.

Jura has two final convictions since 2014. The sentences imposed on him add up to 26 years for the crimes of murder and criminal association.

Daniela Carneiro campaigned alongside the former PM when he was already serving his sentence in a semi-open regime – thanks to his appointment at City Hall. She also campaigned with his wife, Giane Prudêncio, after the court revoked the militia member’s benefit.

The minister campaigned alongside three other militiamen after they were arrested and became defendants on the charges.

Adriano da Nóbrega, in turn, was known behind the scenes by the police as a hired assassin. However, until January 2019, the former PM was a free man without any charges.

He had been denounced and arrested three times on charges of murder and attempted murder since 2003. He was also convicted. However, all sentences were reviewed and the former captain acquitted.

It was due to the later reversed conviction that Bolsonaro defended him in the Chamber of Deputies.

The only definitive punishment he was subject to until January 2019 was expulsion from the Military Police. The corporation was excluded due to its role as a security guard for bookies.

Even after the punishment, Flávio Bolsonaro kept Adriano’s ex-wife in his office. The senator also employed the former captain’s mother in the Assembly in 2016.

Adriano only became a fugitive in January 2019, when Operation Intocáveis ​​was launched. He had preventive detention decreed on charges of leading the Rio das Pedras militia, the oldest in the Rio de Janeiro capital.

There is, in turn, no public record of Bolsonaro and Flávio participating in a campaign act alongside Adriano da Nóbrega.

The most recent links to the period in which the family was in the Presidency of the Republic were through relatives of the former PM who were employed until 2018 in the senator’s former office in the Assembly.

Messages seized by the Public Ministry even show the family’s concern to keep the relationship with the former PM unknown to the public. Former PM Fabrício Queiroz, appointed as the financial operator of the “rachadinha”, even considered dismissing Danielle Nóbrega, Adriano’s ex-wife, in order to avoid association with the militiaman.

Queiroz’s wife also had a secret meeting with Adriano’s mother in order to keep in touch with the militiaman while he was on the run.

Flávio also paid homage at the Assembly to police officers who were later accused and convicted of crimes such as murder and extortion.
