Understand how fraud occurred on Bolsonaro’s card – 05/03/2023 – Politics

Target of investigation by the Federal Police, the alleged insertion of false data in the Ministry of Health system brings to light the vaccination card of former president Jair Bolsonaro (PL) – one of more than 1,000 topics placed in secrecy in the past administration.

Bolsonaro even promised to present this document, but access was always denied by his management in questions made via the Access to Information Law.

“For my part, I already told my advisor, anyone who wants my vaccine card can look”, said the then president in September 2021. Bolsonaro denied several times that he had taken the vaccine.

The Federal Police suspect that false vaccination data were entered into the former president’s SUS records to issue a certificate.

This Wednesday morning (3), agents comply with a search and seizure warrant at Bolsonaro’s address and arrest his former advisers Mauro Cid and Max Guilherme.

What does the PF say? The PF is investigating the actions of a “criminal association formed to commit the crimes of inserting false vaccination data against Covid-19 into the SI-PNI and RNDS systems of the Ministry of Health”.

According to the Federal Police, the targets of the investigation would have made the false insertions between November 2021 and December 2022 so that beneficiaries could issue a vaccination certificate to travel to the United States.

“With this, such people were able to issue the respective vaccination certificates and use them to circumvent the current health restrictions imposed by public authorities (Brazil and the United States) aimed at preventing the spread of contagious disease, in this case, the covid-19 pandemic. 19”, says the PF

What’s the suspect? The researchers mapped two attempts to insert false data into the Ministry of Health system. In the latter, the data would have been inserted to state that the president would have been vaccinated and used on a trip to the United States.

The PF arrested João Carlos de Sousa Brecha, government secretary in Duque de Caxias (RJ), the city where the insertions were made.

Federal deputy Gutemberg Reis (MDB-RJ), brother of the former mayor of Caxias, Washington Reis, is also the target of the operation. Reis is a supporter of Bolsonaro and would have acted as an intermediary in the fraud.

The insertion, according to the Sheet, took place on December 21, before Bolsonaro’s trip to the US. The data indicates that Bolsonaro would have received two doses of the Pfizer vaccine. The president denied fraud and said he had never been vaccinated.

Who had fraudulent vaccination cards? A Sheet found that at least Bolsonaro, his daughter Laura and Mauro Cid and two family members.

What does Bolsonaro say? The former president spoke this Wednesday morning (3) after being the target of a search and seizure and said that the vaccine card was never requested in the USA.

“I didn’t take the vaccine. I was never asked for a vaccine card [para entrar nos EUA]. There is no tampering on my part. I didn’t get the vaccine, period. I never denied it. There were people who pressured me to take it, naturally. But I didn’t take it, because I read the Pfizer leaflet”, said the former chief executive.

Who was the subject of an arrest warrant? The arrest warrants were given to former assistants Mauro Cid and Luis Marcos dos Reis, security guards Max Guilherme and Sergio Cordeiro, Ailton Moraes Barros, candidate for state deputy for the PL-RJ in 2022, and João Carlos de Sousa Brecha, secretary in Duque de Caxias (RJ).

CGU under Lula determined disclosure of the card? Yes. The Bolsonaro government argued that disclosing the data could harm the former president’s privacy, private life and honor. Health, under Lula, also denied access to the document, stating that the release could violate the LGPD (General Data Protection Law).

In February, however, the CGU (Controladoria-Geral da União) decided that the ex-mandate’s vaccination data could be disclosed. In the following month, the controllership determined that Health should deliver the vaccination card.

The card, however, has not yet been released. The body said that this document will be released just after the body concludes an investigation into the alleged insertion of false data in the immunization card of the then representative.

What are CGU’s reasons for disclosing the card? The CGU pointed out two reasons for this.

First, that Bolsonaro himself had already shown the role. With that, there would be no reason to keep the data confidential, since its owner would have made it public.

In addition, the agency said that access to information would prove the authenticity of Bolsonaro’s statements about his “vaccination status” —that is, that he has not taken the vaccine—, and that this data would be of public interest.

“Access to information proving the authenticity of statements made voluntarily by the former head of state, with regard to his vaccination status, is of general and preponderant public interest, as they influenced the public immunization policy of the Brazilian State during the health crisis caused by the Covid-19 pandemic”, argued the CGU.

In a note, the CGU states that there is an open IPS (Summary Preliminary Investigation), which began in the last days of the previous government, “involving denunciation of tampering with the vaccination card of former President Jair Bolsonaro”.

“The information gathered in this IPS was shared with the PF, which subsidized the operation”, says the controller.

The folder also says that it awaits the end of the calculation and dissemination of results to release the former president’s vaccination card.

Data is entered ‘at the edge’. What does the government say? According to members of the Ministry of Health and SUS managers consulted by the Sheetdata on vaccination against Covid are entered “at the end”, that is, at the places where vaccines are administered, managed by municipal secretariats.

The vaccination record, in theory, cannot be changed by the Ministry of Health.

The federal government is able to make changes to data such as name and death certificate within the records. The ministry even intervened in records that had been invaded and altered with offenses during the pandemic.
